Police Detective / Certification Manager

JOB DESCRIPTION

The Chattahoochee Hills Police Department is looking for an experienced investigator to join our team. The detective is tasked with providing investigative expertise and oversight on a wide variety of investigations; take the lead on all major criminal matters and lengthy investigations; recommend/maintain policy and procedures related to criminal and internal investigations; support the operation of the Evidence room as required.

The position also manages and oversees the Police Department’s certification processes. This position is responsible for professional and technical work in developing department policies and standard operating procedures to achieve and maintain State Certification. The work is performed in consultation with the department’s staff and under the direct supervision of the Police Chief.

Distinguishing Features: Specific work instructions are received from superior officers on new assignments, but a police detective works independently in performing regularly assigned duties and assumes complete charge of a crimes scene once assigned. Work is performed in accordance with federal, state, and local laws as well as departmental policies, procedures, and general orders. Work is reviewed by inspection, through verbal and written reports and by results achieved. A police detective will be subject to being on-call for unexpected case assignments.

ESSENTIAL FUNCTIONS

Receive case assignments concerning personal and property crimes. Conduct preliminary reviews of cases to determine if elements of crime are present and to identify a course of action.

Gather and analyze case information to assist in initiating investigative actions as appropriate and in the identification of suspect(s) in a case.

Report to and preserve crime scenes while participating in the collection of physical evidence. Interview victims and witnesses to confirm the very nature of an offense.

Prepare line-ups and record interview sessions taking notes of responses.

Prepare warrant requests (Search or Arrest) and assist in serving search and arrest warrants for cases.

Prepare reports relating to investigations and check other officers’ reports for accuracy and completeness. The detective shall testify in court as needed and will coordinate with the prosecutor the appropriate case file and notes needed for litigation and trial.

Maintain liaison with other detective units, officers in field, other departmental personnel, deputy prosecutors, and personnel coordinate larger investigations and to share information.

Shall assist with the function, process and operation of the Chattahoochee Hills Police Department Evidence Room as directed as well as perform other duties as directed. Will be “on-call” as scheduled, rotating monthly.

Active involvement with the Georgia Police Accreditation Coalition (GPAC) and attendance of ALL training, conferences and meetings is required.

Service as an Assessor with GPAC for agencies being assessed for certification or recertification and must assess four (4) agencies a year.

Successfully manage and maintain the processes of the Police Department to attain and/or maintain State Certification.

Remain thoroughly familiar with modern best management practices for law enforcement operations as defined by law, training, and current events.

Perform research of law, model policies, training information and other information to develop new or revised policies and procedures.

Serve in the capacity of an auditor/inspector of departmental functions, facilities, equipment, vehicles, and personnel.

Capable of making group presentations of material and guiding discussions of same.

Represent the Chief of Police to all departmental members in issues relating to policy, procedure, and State Certification.

Carries out duties in conformance with Federal, State, County, and City laws and ordinances.

MINIMUM QUALIFICATIONS

· Must be a U.S. Citizen to meet P.O.S.T. standards.

· Must possess and maintain valid P.O.S.T. Peace Officer certification.

· Must have or can obtain Certification Manager training within 6 months of appointment.

· High School diploma (or GED equivalent), completion of the required in-service training with a Field Training Officer, and three (3) years of community policing experience; or any equivalent combination of education, specialized training and experience which provides the requisite knowledge, skills, and abilities for this position.

· Must maintain required level of proficiency and certification in the use of firearms and evasive action/driving skills and possess a valid Georgia driver’s license.

· Must possess knowledge, skills, and abilities in urban, rural, and community-based police operations.

· Must be willing to serve in a variety of environments, including aquatic, all-terrain foot patrol, wooded and wetland areas, and be adaptable to using applicable vehicles and equipment for such areas.

· Four (4) years of full-time law enforcement experience to include two (2) years of full- time investigative experience working major crimes. Priority will be given to those applicants who have worked in a small agency and have familiarization will aspects of ALL types of investigatory cases. Applicants must not have been separated from law enforcement service for more than five (5) years at the time of application.

PREFERRED QUALIFICATIONS

· Completed the 40-hour Criminal Investigation Fundamentals class, along with Interviews and Interrogations, Search and Seizure for Law Enforcement, or the equivalent. Additional classes specifically related to Investigations which the applicant has obtained will be considered and given priority.

· A working knowledge of RMS Courtware and CloudCop/ Justice ONE is preferable.

· Property room management training is preferable.

· Knowledge of State requirements relating to the Open Records act, Records Retention, and the State Certification program

· PowerDMS software knowledge.

· State Certification manager/ Assessor training.
