Listing Summary

The City of Winder, GA is recruiting for a City Administrator.  The City Administrator is responsible for managing the day-to-day operations of the City government, the supervision of the City’s employees and aiding the Mayor and City Council with the implementation of the governing body’s policies and directions.

The City of Winder is the County Seat for Barrow County and is located between Athens and Atlanta along the I-85 corridor.  The City has well-established neighborhoods, a mix of retail and restaurants and industrial development.  Winder is a safe, inviting and engaged community with a historic and active downtown. 

The City has 220 employees across 12 departments.  The FY 2024 General Fund budget is over $21M and this full-service municipality provides its residents with a complete array of services including Fire, Police, Natural Gas and Water/Sewer.   The City also owns and operates a municipal golf course.

The City Administrator works with the Mayor and City Council.  The Mayor and two at-large Councilmembers are elected city-wide and four members of the City Council are elected from individual Wards.  The City of Winder is a fast-growing community, and the City Administrator will be tasked with assisting the elected officials to balance growth and development pressures with sustaining a high quality of life for the citizens.  This position is a high touch role, and the City Administrator is expected to be visible, involved, and transparent.

The position requires the successful candidate to meet the following qualifications:

  • A Bachelor’s degree is required.  A Master’s degree is preferred.


  • Significant experience as a City Manager, Assistant City Manager or high-profile Department Head for a complex local government.


  • Utility experience (Natural Gas/Water and Sewer) is preferred.


  • Familiarity with managing the pressures of economic growth in an established community.


The hiring range for this position is from $150,000 - $170,000.
