Grant Compliance Manager

Listing Summary

The Grant Compliance Manager position will report directly to Finance Manager and will concentrate on grant management. This position will be responsible for but not limited to Grant Management for all grants with Office of Homeless and Special Needs which includes Emergency Solutions Grant (ESG), Housing Opportunities for People with Aids (HOPWA), Permanent Supportive Housing, HUD 811 and Continuum of Care programs. He/She will work with Program Managers and Compliance Officers for monitoring reports and technical assistance with agencies. This position manages training and contract implementation for new and existing grantees. Day-to Day operations may include contract implementation, de-obligation of funds, attend Housing and Urban Development training. This position supervises 2 full-time staff and 1 part-time staff.

EDUCATION AND EXPERIENCE:

Bachelor’s degree, in business or accounting is desirable with 3 years’ work experience.

OR

At the discretion of DCA, education may be substituted for experience and experience may be substituted for education.

PREFERRED QUALIFICATIONS

  • Experience working with homeless service systems
  • Experience in nonprofit management
  • Understands HUD compliance with homelessness
  • Understands Grant Management System
  • Experience in using IDIS, eLOCCS, and/or other Federal payment Systems
  • Experience in monitoring and processing payments for programs funded through grants for state and local government.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of issues related to homelessness and special needs populations and the related federal and state regulations/standards for compliance
  • Knowledge of grant analysis, grant writing, monitoring programs funded through grants, planning, program administration, and program evaluation
  • Skill in grants management including program and financial for federal and state programs
  • Skill in Microsoft Office applications as well as significant database applications
  • Skill in oral and written communication
  • Ability to manage multiple tasks
  • Ability to produce reports from grants management databases
  • Supervisory skills
  • Knowledge of accounting principles according to General Accepted Accounting Principles (GAAP)

SKILLS: This position requires sills in financial management, intermediate skills in Microsoft Office and knowledge of Grants Management System (Team Works, Filemaker and eCivis preferred). Must have strong analytical skills and good judgement. Excellent written and oral communication skills is also needed.

Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)

This position is currently designated as a hybrid (part in-office and part remote/Telework) position.  This position is full time (40 hours per week) and may require occasional overtime.  Local periodic travel may be required. 

PHYSICAL/SENSORY REQUIREMENTS

Sedentary Work – Ability to exert 10 - 20 pounds of force occasionally, and/or negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
