JOB SUMMARY
This position is responsible for inspecting the city's stormwater management system and for updating the geographic information system (GIS) database.
ESSENTIAL FUNCTIONS
- Inspects the City's stormwater infrastructure annually per geographic region to determine overall condition and maintenance needs.
- Aids the Stormwater Manager in setting maintenance and repair priorities.
- Completes annual dry-weather screening as required by the City's stormwater management plan, and source trace and report any potential illicit discharge.
- Inspects all sites for compliance with erosion control and stormwater regulations.
- Completes inspections on City owned/maintained detention ponds and specified private ponds.
- Assists the Stormwater Manager with inspections of best management practices on active construction sites and issues inspection reports and notices to comply to owners; Provides documentation to Code Enforcement in the event of a needed Stop Work Order.
- Responds to citizen complaints.
- Completes quarterly reporting to the state Environmental Protection Division and GASWCC.
- Coordinates with Code Enforcement on private stormwater infrastructure maintenance and enforcements of said maintenance
- Inspects installations of stormwater infrastructure for compliance with City and industry standards.
- Updates Stormwater GIS database.
- Assists the Stormwater Manager in composition of the annual MS4 report
- Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
- Knowledge of stormwater management principles and practices.
- Knowledge of state and federal environmental regulations related to stormwater management.
- Knowledge of GIS principles and ESRI Arc map or ARCGIS Pro.
- Knowledge of computers and job-related software programs.
- Skill in performing stormwater system inspections and preparing related reports.
- Skill in prioritizing and planning.
- Skill in interpersonal relations.
- Skill in oral and written communication.
- Posses or is able to readily obtain GASWCC Level 1A, Level 1B, and MS4CECI
SUPERVISORY CONTROLS
This position reports to the Stormwater Manager. The Stormwater Manager assigns work and schedule. The Stormwater Manager spot-checks completed work for compliance with procedures and the accuracy of the final results.
GUIDELINES
Guidelines include stormwater management standards, state and federal environmental regulations, and City policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied technical inspection duties. Strict regulations contribute to the complexity of the position.
- The purpose of this position is to inspect the City's stormwater management system and maintain the stormwater GIS database. Successful performance contributes to the provision of an efficient, effective, and regulatory compliant stormwater system.

- Contacts are typically with coworkers, other City employees, representatives of state and federal agencies, and the general public.
- Contacts are typically to exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.
- The work is typically performed in an office and outdoors, occasionally in cold, hot, or inclement weather. The work requires the use of protective devices such as boots, goggles, gloves, insect repellent, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
