Position Summary:
Oversees the day-to-day operations associated with the city’s environmental and land development regulations. Administers policies and procedures related to land development code compliance, permitting, enforcement, and complaint resolutions. Coordinates various staff workflows related to development activity such as plan reviewers, site inspectors, and arborists. Collaborates to ensure a seamless application process while engaging directly with developers, engineers, staff and the public to guide development projects. Applies a creative, problem-solving approach to balancing development needs with environmental and community priorities, incorporating context-sensitive solutions and best management practices into public and private development within the city.

Essential Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Ensures compliance with various Federal, State and Local codes and ordinances as they apply to development activities, including enforcement of subdivision, erosion, and environmental regulations.
- Uses independent judgment to interpret ordinances and qualify whether projects meet requirements of current code or are vested under previous regulations.
- Applies knowledge of various codes and regulations to the review of plans and engineering studies required for permits associated with land disturbance.
- Coordinates staff adherence to professional standards related to plan review and communicates requirements to property owners, engineers, and developers.
- Receives plans and documents required for permit applications and approves applications for land disturbance permits, processes final plats and plat revisions.
- Supervises day-to-day land development inspection needs and coordinates work schedules of site inspectors to ensure project compliance and response to alleged ordinance or code violations.
- Authorizes enforcement actions such as notices of violations, stop work orders, and citations to ensure compliance with city ordinances and state regulations as they relate to land disturbance.
- Uses an advanced knowledge of best management practices and environmental regulations to identify and resolve issues.
- Responds to and resolves citizen complaints involving development, drainage and code related issues by providing advice or direction to proper application of the regulations.
- Provides assistance to the public and professional community by explaining the procedures and processes involved with land development, environmental issues, permitting, and other programs.
- Maintains relationships with contractors, developers, design professionals, and property owners and encourages collaboration between applicants and city staff.
- Advises Directors, City Management, Elected Officials, and Appointed Board Members on matters relating to planning and development.
- Attends various meetings including Mayor and City Council, Planning Commission, and other public hearings to present proposed development activity and provide technical information to assist in the decision-making process.
- Collects, compiles, and maintains data related to development activity to prepare various reports for internal use, distribution to outside agencies such as State and County municipalities, and makes records available for open records requests.

Education and/or Work Experience Requirements:
Bachelor’s Degree in Civil Engineering, Landscape Architecture, Planning or other related field is required; and five (5) years of experience in the construction industry including experience in residential and commercial development and in performing land development plan reviews is required. An equivalent combination of training and experience that provides the required knowledge, skills, and abilities may be considered. Georgia Soil and Water Conservation Commission certification (Level 1B or Level 2) is required or must be obtained within 12 months of employment. Certified Planner (AICP), Professional Landscape Architect (PLA), or Professional Engineer (PE) certification preferred. Supervisory experience is preferred.

Competencies/Knowledge, Skills, and Abilities:
- Knowledge of basic engineering principles and standard construction practices, materials, methods, and codes.
- Knowledge and understanding of principles related to planning and development and the ability to assess site conditions to determine whether an activity is environmentally suitable for the proposed location.
- Knowledge of current federal, state and local regulations related to land development and working knowledge of related legislation.
- Knowledge of the codes and ordinances governing the land development process and environmental protection.
- Knowledge of development codes and land inspection practices, policies and procedures.
- Knowledge of applicable laws, ordinances, policies, standards and regulations pertaining to development.
- Skills in interpersonal relationships with the ability to establish and maintain cooperative and effective working relationships with city staff, developers, and the general public.
- Skill in the use of computer software including Microsoft Word, Excel, and Outlook with understanding of Geographical Information Systems (GIS).
- Ability to use Adobe, Bluebeam, and/or AutoCAD for designs, site plans, plan reviews and markups.
- Ability to read construction plans.
- Ability to compare and/or judge the readily observable functional, technical, structural, compositional or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
- Ability to communicate with people to convey or exchange professional information.
- Ability to read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures.
- Ability to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.
- Ability to communicate with and before others using correct English.
- Ability to learn and understand subject matter principles and techniques; to make independent judgments in absence of supervision within the scope of respective job duties and tasks; to acquire and be able to expound on knowledge of topics related to primary occupation.
- Ability to utilize mathematical formulas; add and subtract; multiply and divide totals; determine percentages; determine time and weight; and interpret same as may be appropriate.
- Ability to inspect items for proper length, width, and shape.
- Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving the receiving instructions.
- Ability to be adaptable to performing under minimal stress when confronted with an emergency.
