This position is responsible for the management of the financial operations of the City of Warner Robins. Plans, organizes, manages, and supervises all financial accounting, revenue collection, budget, payroll, cash management, investment, accounts payable, and debt management operations. Formulates and implements policies and procedures. Directs the development, installation and maintenance of budgeting systems. Works with the City Administrator to develop the City’s annual operating and capital budgets. Ensures compliance with federal, state and local laws regarding the city’s financial operations. Invests and monitors various funds. Advises the Mayor, City Council and department heads on matters concerning the conditions of appropriations, the extent of expenditures, and other financial matters. Maintains accounts of all municipal financial transactions. Maintains and monitors the cash flow system. Supervises and directs the Finance Department in accordance with city policies and procedures; appraises and evaluates the performance of department personnel. Prepares various financial reports. Prepares agenda items for City Council meetings. Acts as liaison between the city and representatives of the city’s retirement plan. Supervises and directs the purchasing division in accordance with city policies and procedures, including evaluation division personnel. Performs related duties.

Qualifications

Certified Public Finance Officer preferred, not required. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience. Ability to be bonded. Knowledge of accounting and budgeting practices and applicable laws and regulations. Knowledge of computer based financial systems, administrative and managerial, and purchasing. Knowledge of Generally Accepted Accounting Principles and Generally Accepted Governmental Accounting Principles. Knowledge of budget development and management principles. Knowledge of supervisory principles and practices. Knowledge of computers and job-related software programs. Knowledge of federal, state, and local laws pertaining to municipalities and purchasing.
