This position performs administrative and advanced professional planning work in overseeing the operation of zoning ordinance. Develops and implements policies and procedures relevant to the administration of the city’s zoning ordinance. Reviews and revises applicable codes, policies, and ordinances for implementation of plan goals, objectives and policies as needed. Participates in the planning/development process as it relates to land use within the city and with various stakeholder groups. Oversees all activities relating to the Planning and Zoning Board and the Zoning Board of Appeals. Provides staff and citizens with documented interpretations of the Warner Robins City Code, and other matters as designated by city leadership. Prepares correspondence, detailed analytical documents, reports, and public hearing findings in order to communicate program activities, explain complex issues, and render decisions at public hearings. Makes oral presentations to the public, citizen boards, and City Council. Works with other staff in the Building and Transportation and Community and Economic Development Department to facilitate strong collaborative team approach managing the land development process. Plans, organizes, and directs the activities of the Planning and Zoning Office. Supervises and evaluates the work of professional and support staff Develops related policies and procedures, work programs, and short and long-term goals and objectives. Analyzes and comprehends written, pictorial, and oral testimony in order to evaluate and decide cases involving requests for variances, special use permits, and interpretations of zoning and sign regulations. Performs related duties.
Two (2) to three (3) years of professional planning and zoning experience. Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated. Knowledge of all local and state zoning regulations, subdivision regulations, and Georgia Map requirements. Knowledge of procurement guidelines and purchasing regulations. Skill in planning, organizing, directing and coordinating the work of personnel. Knowledge of modern office equipment.
