Listing Summary

The Morrow Fire Department is seeking a full-time Firefighter Paramedic.  Minimum EMS certification to be considered is EMT-I, AEMT or Paramedic.  Please read all other qualifications below.

DEFINITION:  Position is located in the fire department which provides protective services to prevent and/or limit the loss of life and property due to fire or other hazardous condition, to rescue victims in other emergency situations and to provide pre-hospital emergency medical care.  Position involves fire suppression, emergency medical care, search and rescue operations, public fire & life safety education and maintenance of fire department apparatus, property and equipment and other duties as assigned. The Firefighter Paramedic reports to the Lieutenant and or the Captain.            

 

FUNCTIONS OF THE JOB/WORK PERFORMED:

 

  • Consistently promote a positive, professional image of the Morrow Fire Department and the City of Morrow at all times
  • Responds to rescue calls for the injured or sick, and to fire calls as a member of the suppression team, and to other emergency and non-emergency assistance calls.
  • Removes persons from danger and administers emergency medical care.
  • *Maintains and operates fire apparatus pump by monitoring gauges to ensure proper delivery of water.
  • Sets ladders to ensure effective utilization.
  • Maintains communication with the company officer to receive and disseminate instructions and information.
  • Lays and connects hoses, holds nozzle and directs water streams, raises and climbs

      ladders, uses portable chemical extinguishers, bars, hooks, lines and other equipment as may be required.

  • Ventilates burning buildings by opening windows or cutting holes in roofs and/or floors to properly extinguish fires.
  • Performs overhaul and salvage operations by grouping together room or building contents, placing salvage covers, sweeping water and removing debris.
  • Recognizes and preserves all possible evidence of arson.
  • Practices using and instructs others in using firefighting, rescue, EMS equipment, supplies and materials.
  • Maintains station house and grounds and all Fire Department tools and equipment.
  • Conducts inspections and inventory of all tools and equipment to identify and perform necessary repairs and maintenance activities.
  • Engages in a variety of public relations activities such as conducting tours of the station and providing various demonstrations or presentations to school, civic, or business groups.
  • Performs rescue functions to remove persons from danger and possible further injury, and to provide resuscitation as needed.
  • Performs all emergency medical techniques within the paramedic scope of practice as indicated by the current medical protocol.
  • Performs a patient assessment to determine the appropriate medical care and then administers the indicated care.
  • When assigned to a medic unit: Assumes responsibility for assigned personnel when senior person assigned to medic unit; communicates with company officer and or Incident Commander to give and receive information concerning patient status, transportation of patient and or needs for assistance at incident site; maintains inventory of supplies and ensures equipment is in good working order; typically rides in the patient compartment with the patient to deliver medical care while transporting to the hospital.
  • Completes necessary fire department forms including Georgia Department of Public Health reports and NFIRS reports.
  • Participates in classroom and practical training sessions to learn and practice techniques for firefighting, extrication, rescue and EMS related topics.
  • Work activities are assigned through specific instructions for one-time and non-repetitive tasks. Standard operating procedures and accepted medical practice indicate tasks to be accomplished in recurring assignments. The employee uses initiative and judgment in carrying out recurring assignments without specific instructions, referring significant deviations from standard operating procedures to the supervisor. Work is spot-checked while in progress and upon completion for compliance with departmental, city, state and federal regulations, policies and guidelines.
  • Performs other related duties as assigned, necessary or required.

 

REQUIRED PREREQUISITE KNOWLEDGE

 

  • Modern methods of fire suppression, search and rescue, fire prevention and Paramedicine.
  • All Fire Department tools, equipment and apparatus and skill in their operations and maintenance.
  • Geography of the emergency response area with specific emphasis on locations of principal buildings, complexes and population centers, street numbering systems, hydrant locations and access roads to determine quickest and safest routes and most effective placement of equipment and apparatus.
  • Basic mathematics, mechanics and *hydraulics.
  • Hazards encountered in firefighting, hazardous materials containment, rescue operations, and skills in identifying and coping with these hazards.
  • Applicable federal, state and city codes and ordinances.
  • Policies, procedures and guidelines of the City of Morrow and the Morrow Fire Department.
  • Morrow Fire Department Medical Protocols
  • *Extrication procedures to include patient care, immobilization, packaging, removal and transport; utilizing powered and non-powered equipment to effect extrication.
  • Emergency vehicle operations and communications to include statutes governing operations, operation of on-board equipment, communication operations and usage.
  • All of the knowledge required from NPFA 1001 Chapter 5, 2013 Edition (Firefighter I).
  • Knowledge of the policy, procedures and guidelines of the City of Morrow and the Morrow Fire Department.

 

GENERAL PREREQUISITE SKILLS & ABILITIES

 

  • Conducting a daily and weekly SCBA inspection
  • Rapidly donning personal protective equipment (PPE)
  • Use of SCBA in restricted passages
  • Use of SCBA emergency bypass valve
  • Forcible entry into multiple types of doors and windows
  • Escaping a hazardous area using a hose line
  • Carrying, positioning and raising a extension ladder using a flat and beam raise
  • Assisting an unconscious or conscious victim down a ladder
  • Securing themselves to a ladder
  • Opening a ceiling
  • Making an interior fire attack above, at and below grade level
  • Conducting a primary search
  • Removing a firefighter from a hazardous area by means of the SCBA harness drag method
  • Attacking a vehicle fire
  • Positive pressure ventilation (PPV)
  • Ventilating a pitched roof with an axe
  • Other ventilation techniques
  • Identifying a safe haven when in a hazardous area
  • Effectively communicating with others including co-workers, supervisors, and the general public, often in highly stressful situations.
  • Working in physically demanding and psychologically stressful situations.
  • Work involving frequent lifting of heavy objects, bending, crouching, standing climbing/ working from tall ladders, and operating equipment requiring a high degree of dexterity.
  • Patient assessment techniques to include topographic anatomy review, diagnostic signs and the taking of vital signs.
  • Application of CPR, AED, airway control, ventilation, cardiac monitoring, oxygen therapy techniques and other paramedic procedures.
  • IV therapy administration and maintenance, administration of medications, splinting, bandaging, immobilization and hemorrhage control techniques.
  • Patient communications and reassurance techniques.
  • *Use of powered and non-powered extrication tools.
  • Operation of emergency vehicle and on-board equipment.
  • Effectively communicating with others including co-workers, supervisors, and the general public, often in highly stressful situations.
  • Work involving frequent lifting of heavy objects, bending, crouching, standing, occasional climbing with heavy loads, working in confined or enclosed spaces, and operating equipment requiring a high degree of accuracy and dexterity.
  • Shall maintain them self in a physical condition to perform the functions of a firefighter

* A Firefighter II skill – not required until Firefighter II is obtained

  • Work is performed primarily in office, vehicles, and outdoor settings, in all weather conditions, including temperature extremes, during day and night shifts. Work is often performed in emergency and stressful situations. Individual is exposed to hearing alarms and hazards associated with fighting fires and rendering emergency medical assistance, including smoke, noxious odors, fumes, chemicals, liquid chemicals, solvents and oils.
  • The employee occasionally works near moving mechanical parts and in high precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. The noise level in the work environment is usually quiet in office settings and loud at an emergency scene
  • Contact with co-workers involves a high degree of teamwork and requires close interaction for extended periods of time.  Contacts also include the general public in both emergency and non-emergency situations.

  • Minimum of 18 years of age
  • High School Diploma or equivalency.
  • Class C Georgia Driver’s License
  • American Heart Association (AHA) Basic Life Support (BLS) CPR & AED Training for Healthcare Professionals
  • Georgia Department of Public Health Paramedic
  • American Heart Association Advanced Cardiac Life Support (ACLS) and other certifications as may be required by the federal, state or local jurisdictions involved.
  • Within 1 year of employment:  Georgia Firefighters Standards and Training Council (GFSTC) Certified Firefighter
  • Within 18 months of employment:  Class EP or FP Non-Commercial Georgia Driver’s Instructional Permit
  • Within 2 years of employment:

a. NPQ Firefighter II

b. Class E or F Non-commercial Georgia Driver’s License or Commercial Georgia Driver’s License

c. Morrow Fire Department Engine Operator qualified

  • Within 3 years of employment:  Morrow Fire Department Ladder Operator qualified
  • Other certifications as may be required by the federal, state or local jurisdictions.

 

PREFERRED QUALIFICATIONS:

 

  • Previous experience as a paramedic
  • Previous experience as a firefighter
  • Previous experience operating a fire engine or any truck over 26,000 GVWR
