This position is responsible for administering the city’s Community Development Block Grant Program. Prepares the annual program budget for the Community Development Block grant (CDBG). Prepares five-year consolidated plan and annual action plan as required for federal funding. Oversees all aspects of the Community Development Block Grant Program. Directs the implementation and completion of program projects. Prepares for fiscal and programmatic audits by federal, state, and local auditors. Monitors all sub-recipients of CDBG funding to ensure compliance with federal regulations. Assures all required documentation pertaining to CDBG is accurate according to HUD standards. Completes all required reports for local, state, and federal programs, i.e. Historical Preservation, CAPER, Labor Standards, Section 3, etc. Setups, maintains, and updates all CDBG programs in department approved grant management system. Maintains and updates program rules and regulations. Makes sure all invoices are submitted and paid in a timely manner. Maintains IDIS Federal Reporting requirements. Performs related duties.
Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent. Experience sufficient to thoroughly understand work and to be able to answer questions, interpret complex codes and resolve problems, usually associated with one to three years of experience or service. Knowledge of Community Development Block Grant policies, procedures, regulations and standards. Knowledge of generally accepted accounting principles. Knowledge of grant acquisition. Knowledge of federal regulations pertaining to Section 3, Labor Laws, ADA, Fair Housing and Title IV. Skill in the use of computers and job related software programs. Skill in the analysis of problems and the development and implementation of solutions. Skill in the preparation of clear and precise administrative reports. Skill in oral and written communication.
