Recreation Director

JOB SUMMARY:  Responsible for directing a county-wide recreation program, managing all Park & Recreation facilities/properties and the maintenance of such facilities/properties.  The position is also responsible for planning and directing recreational programs, scheduling, and directing activities, supervising departmental personnel, and meeting with civic, social, parent-run recreation boards and professional organizations.

RESPONSIBILITIES/DUTIES

  1. Manages and oversees capital development projects related to the parks and recreation department and other county functions. This includes the development of management and operation strategies, selection and employment of consulting firms, development of plans, specifications, and estimates as needed for each project, and the monitoring and management of project construction.
  2. Provides guidance and supervision to the organization’s staff and issues directives relative to the planning, organizational development, and evaluation of programs and services offered by the department and its entities.
  3. Oversees all divisions of the Parks & Recreation Department in their entirety while also directing the supervision of all day-to-day operations.
  4. Prepares reports, grant requests, provides information, and conducts research on issues related to local county government functions and interprets them to the County Manager and County Commission when requested.
  5. Oversees all personnel management functions within the department, including the recruitment, hiring, orientation, training, and evaluation of all full-time and part-time personnel.
  6. Develops on-going plans and strategies for solving recreation and related community problems or deficiencies and meeting recreation service needs.
  7. Develops the operational and capital outlay budget request and develops procedural guidelines to ensure that budgetary goals are achieved.
  8. Ability to maintain good public relations in a helpful, courteous, and professional manner.
  9. Ability to negotiate and secure state and regional tournaments which positively impacts the local economy. 
  10. Evaluates existing policies, programs, and facilities; makes recommendations for expansion, renovation, and/or removal.
  11. Performs any other related duties as assigned by the County Manager.
  12. Leads the department by setting a professional example.

EDUCATION/EXPERIENCE

  • Preferred Minimum Education: Bachelor’s degree in Recreation, Sports Management or a four (4) year degree in a closely related field from an accredited college or university. 
  • Minimum of ten (10) years related work experience in a similar size city or county recreation department; or equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities to effectively manage the department.
  • Preferred Certified Parks and Recreation Professional 
  • Must possess a valid driver’s license

KNOWLEDGE, SKILLS AND ABILITY:

  • Knowledge of the principles and practices of modern recreation administration, methods, and supervision.
  • Knowledge of personnel management laws and practices.
  • Knowledge of organizing sports leagues from beginning to end of each season
  • Knowledge of organizing sports leagues tournaments from beginning to end of each season
  • Knowledge of record keeping, basic accounting, and budgeting procedures.
  • Extensive knowledge of sports and the basic rules of the games.
  • Knowledge of community organization and resources.
  • Ability to establish and maintain an effective working relationship with the general public, local elected officials, county employees and parent-run recreation association board members.
  • Ability to adapt recreational and training programs to public needs.
  • Ability to prepare and present effective oral and written informational material relating to the activities of the recreation department.
  • Ability to work in all weather conditions.
  • Ability to lift objects weighing up to 50 pounds.
  • Skill in operating office equipment including a computer.
  • Proficient skills in Microsoft Office, Word, Excel, PowerPoint, Google Drive/Calendar, Outlook etc.
  • Proficient skills in operating a smartphone; text/multimedia messaging, emails, social media apps
