Human Resources Analyst

  • Processing of employee-related documents through spreadsheet tracking and payroll calculation, submission to internal and external entities, and coordination with payroll processing.
  • Ensures compliance with internal and external policies and procedures.
  • Administers benefits and retirement programs; prepares pension calculation information for actuary.
  • Coordinates Open Enrollment for employees.
Reviews and audits monthly insurance bills; processes payment requests; provides employees 
  • with insurance policies and related documents; assists with annual employee benefits enrollment processes.
  • Manages the HR module (except for applicant tracking and recruitment) of the City’s ERP computer system and is responsible for data entry into this module.
  • Responsible for data entry related to benefits, FMLA, etc.
  • Administers and manages the City’s FMLA leave program in compliance with established policies and governmental laws; reviews required leave requests and medical documentation for FMLA leave to ensure compliance; approves/denies FMLA leave requests; and tracks leave balances. 
  • Assists with risk management functions; serves as a liaison to insurance carrier in reporting vehicle accidents and property damage; assists with the annual GIRMA renewal process and ongoing reporting, tracking, and coordination with insurance provider.
  • Prepares and composes memoranda, correspondence, monthly newsletter, and Annual Employee Benefits Statements. 
  • Prepares and updates a variety of departmental reports, including quarterly reports for Council, BS&A reports, EEO-4, etc.
  • Ensures compliance with the Patient Protection and Affordable Care Act (PPACA or ACA) and prepares related employer reporting as required.
  • Assists in preparing the departmental budget, enters departmental budget into BS&A, assists in the review and maintenance of budget accounts, and runs reports as necessary.
  • Processes Educational Assistance Program requests and maintains payment records.
  • Completes wage and benefits surveys as required.
  • Responsible for maintaining and scanning electronic employee files and records into Laserfiche.
  • Prepares Bureau of Labor Statistics monthly reports.
  • Processes payment of various department-related bills as necessary. 
  • Responsible for Employee Service Awards Program, Employee of the Month, and Supervisor of the Quarter.  
  • Maintains City organizational charts in PowerPoint. 
  • Maintains employee pictures on SharePoint.
  • Performs related duties.
  • Knowledge of human resources principles, practices, and procedures.  
  • Knowledge of applicable federal, state, and local laws.  
  • Knowledge of benefits management principles and retirement programs.
  • Knowledge of the structure, functions, and operations of City departments.  
  • Knowledge of computers and job-related software programs.  Must be extremely proficient in Excel and Word and must be able to learn software programs quickly.  Knowledge of SharePoint a plus.
  • Knowledge of the federal FMLA and ADA.
  • Knowledge of the Patient Protection and Affordable Care Act (PPACA or ACA) and required reporting.  
  • Skill in problem solving.

  • Skill in oral and written communication.
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
  • Experience sufficient to thoroughly understand the functions of the Human Resources Department to be able to answer questions and resolve problems, usually associated with a minimum of five years’ experience.  
  • CHRM, ACHRM, PHR, SPHR, SHRM-CP, SHRM-SCP, or other similar Certification preferred or the ability to achieve CHRM, PHR, or SHRM-CP certification within 36 months of employment.
