Under the supervision of the Planning and Zoning Director performs a hybrid of technical and support duties in the city’s planning & code enforcement divisions; Primary responsibility is to the planning & zoning efforts of the department, however some support will be required with code enforcement; Primary tasks include planning reviews, platting work, assistance with cases before our 3 boards (Planning, Historic and Appeals) and support on long-range planning activities; Secondary tasks will involve support of our code enforcement efforts and enforcing all applicable federal, state and local codes and ordinances; Works in a multi-faceted capacity to support and learn from the two fields under Planning & Zoning; Interacts with contractors, design professionals and citizens to educate, provide assistance and ensure code compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Assists the Planning Director and City Planner in reviews, board cases, reports and inspections.
• Attends meetings and serves as a resource to other City Departments, divisions, the general public, community groups, and outside agencies related to planning and code enforcement.
• Writes staff reports, prepares presentations and presents to the various boards and Council.
• Coordinates efforts with City departments or commissions and assists city staff as needed.
• Answers questions from the general public regarding plats, zoning, development regulations and general community information.
• Interprets and explains applicable codes to architects, engineers, contractors, developers, or other interested parties.
• Enforces City ordinances, including zoning related matters; issues correction notices and citations as necessary.
• Performs a variety of field and office work in support of the city's code enforcement program; enforces compliance with applicable ordinances, codes, and regulations including those pertaining to land use matters, building, housing, health and safety, business conformance, property maintenance, and similar matters of public concern.
• Maintains records of inspection activities; completes and/or compiles reports using various software for use in permitting, building inspections and plan review.
• Researches problems and complaints regarding building construction and code compliance; makes recommendations as appropriate.
• Assists in resolving citizen complaints, either personally, via telephone, or in writing.
• Assists in resolving Building and Code Enforcement complaints, either personally, via telephone, or in writing. Works alongside Code Enforcement officers until resolution.
• Interprets applicable ordinances and codes and informs the public and alleged violators. Prepares marketing materials and flow chart processes to educate citizens on code enforcement protocols for violations.
• Opportunity to assist Planning efforts through the use of Geographic Information Systems (GIS)
• Opportunity to serve as Planning staff liaison to City Commissions and groups
• Participates in the preparation of daily, special, and periodic reports.
• Proactively patrols assigned area to identify and evaluate problem areas and/or ordinance violations; conducts property inspections; determines proper method to resolve violations.
DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
• Bachelor’s degree in Planning, Landscape Architecture, Geography, Urban Studies, Public Administration, Construction Management or similar field related to community development. Equivalent amount of experience in the field of Planning and Zoning will be considered.
• Ability to obtain Level I certification through the Georgia Association of Code Enforcement (GACE).
• Obtain GSWCC level 1A (blue card) within 6 months of hire.
• Possess a valid Georgia driver license and maintain a satisfactory Motor Vehicle Record (MVR).
• Master’s Degree in Planning, Community Development, Pubic Administration or Criminal Justice
• Certifications through AICP, ISA, ASLA, ICC or GACE.
• 2 years of Planning experience. Education may be substituted for experience on a year-to-year basis.
• Possess GSWCC level 1A (blue card)
• Experience with Geographic Information Systems (GIS)
• The work is performed in a variety of situations both indoor and outdoor and the employee may be exposed to dust, dirt, and machinery with moving parts, debris, and inclement weather.
• Job may require the ability to move or carry objects or materials; must be able to lift light and heavy objects, up to 25 pounds occasionally. Physical demand requirements are at levels of those for sedentary work.
