Putnam County Elections and Registration is seeking qualified applicants for the full-time position of Supervisor of Elections and Registration.

Responsibilities: The Elections Supervisor is responsible for overseeing and administering to the Board of Elections, which includes supervising office operations and voter registration, preparing for elections, and maintaining records of returns for various offices.

Essential Functions

  • Prepares, maintains, and analyzes maps of voter districts, precincts, and municipalities; provides district information to State and elected officials, candidates, and the general public.
  • Directs daily office operations; interviews, hires, supervises, and evaluates Department personnel.
  • Maintains and updates computer database of street addresses.
  • Provides information about the electoral process and voting procedures to the media, government officials, the public, schools, and civic clubs; schedules registration and election projects to increase voter turnout.
  • Reviews applications for voter registration, registers new voters, and notifies them of precinct and polling locations.
  • Acts as liaison between the Board of Elections and the Secretary of State and the Department of Justice.
  • Organizes monthly Board of Elections meetings, prepares agenda and meeting packets, attends meetings, and oversees preparation and distribution of minutes.
  • Prepares budget for office and all elections.
  • Attends training sessions and conferences on registration and election laws annually.
  • Recommends equipment purchases; prepares bids; generates and approves purchase orders, vouchers, and requisitions for supplies and equipment.
  • Maintains records of elections.
  • Prepares and submits required reports to the Department of Justice in accordance with the Civil Rights Voting Act.
  • Serves as filing officer, including receiving and inspecting campaign financing disclosure reports, maintaining reports for public inspection, notifying candidates of technical violations, notifying State Campaign and Financial Disclosure Commission of candidates qualifying for election, notifying Commission of those who fail to file reports, and forwarding complaints to Commission.
  • Investigates complaints about election process or voter registration.
  • Identifies poll managers and workers, secures access to polling places, facilitates the certification of poll workers and deputy registrars, and provides all necessary supplies for the poll managers.
  • Sets up ballots for all elections, including overseeing printing and production.
  • Takes notices of candidacy; accepts affidavits and qualifying fees.
  • Helps program voting machines, oversees the preparation of voting keys for poll managers, and trains poll workers on voting machines.
  • Publishes the public call for election and legal notices as appropriate.
  • Prepares payroll for all election workers.
  • Oversees the testing of vote-counting software; enables electronic tallying function.
  • Consolidates and certifies election returns to be sent to the Office of the Secretary of State.
  • Collects all materials used at each polling place, including the official election returns.


  • The Elections Supervisor should possess, at minimum, Bachelor of Science in Political Science, History, or similar field preferred but not required.  High school diploma or GED required.
  • Georgia Election Official Certification within one year
  • Knowledge of relevant laws governing voter and election process.
  • Knowledge of the State GVRS system and Georgia voting systems and equipment.
  • Knowledge of personal computers and basic office programs.
  • Skills in effective oral and written communication.
  • Ability to maintain appropriate confidentiality and security of private or confidential    information.
  • Ability to work effectively with members of all levels within the organization and public.
  • Ability to show good judgment, consistency, timeliness, and respect in decision-making.
  • Ability to achieve results on a timely basis.
  • Notary public preferred but not required.
  • Ability to lift and carry 40 lbs.
