Finance Officer – Duties for this full-time position in the office of the Board of Commissioners include a variety of complex accounting function in the maintenance of financial and accounting records for departments, funds, and budgets. Works closely with elected officials, staff, employees, auditors, and the public. Must be able to competently perform all payroll, A/R and A/P functions, as well. Supervises the accounting process and provides professional and technical guidance to accounting staff and the County Manager, completing or assisting in the preparation of regular financial statements and reports, as well as budget proposals and tracking, fixed assets, updates to the County’s financial policies and procedures, audits and analytical models, posting to assure fiscal accountability and fund integrity for all transactions, administration of SPLOST/Impact Fee programs and bond issuances. Must be 21, with a degree in accounting or related field, as well as at least three years’ experience in professional accounting, fiscal or statistical record keeping, and three years computer experience, preferably in the public sector. Knowledge of SmartFusion accounting software preferred and must possess a Level I Certification with Carl Vinson Institute of Government at UGA or be willing to obtain same. Standard office equipment with proficiency in financial accounting software/spreadsheets required. Knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB). Good use of business English, comprehension of rules/regulations, analytical skills, and excellent communication skills are a must. Must be able to work under pressure of deadlines and multi-task in a fast-paced environment. Starting salary of $45,000 with employee benefits package.
