he Development Director is a highly responsible, supervisory, and administrative position involving the directing, planning, developing, and administering a comprehensive municipal development program in the areas of planning, zoning, permitting, and code enforcement. Work is carried out with considerable latitude for the use of independent professional judgment. Work is reviewed by the City Manager through analysis of reports and observation of program effectiveness. Supervises the building, code enforcement, permitting, and planning and zoning divisions.

ESSENTIAL FUNCTIONS

• Primary duty is overseeing the operation of the Development Department and supervision of employees within the department.
• Responsible for advanced planning work in carrying out the collection, tabulation, and analysis of the technical information affecting land use planning, codes, zoning and effectual of the comprehensive plan to meet the needs of the city or agreements or requirements.
• Ensures compliance with federal, state, and local laws and regulations.
• Review all requests for zoning changes, variances, development orders, special exceptions, and waivers.
• Provide staff support to the City Manager.
• Coordinate long-range planning activities, including updating and maintaining the Citys Comprehensive Plan and Unified Development Ordinances.
• Assist in municipal redevelopment area endeavors and assorted research projects.
• Participate in current planning activities including review of land development proposals as applicable to land development regulations and zoning activities.
• Plans and administers the department budget.
• Provides information to the public on matters and questions relating to the departments functions.
• Writes, reviews, and edits official documents.
• Acts as technical advisor to other departments and similar officials on planning matters.
• Project and maintain a positive image on the City of Chamblee.
• Serve as the staff liaison and director for the Design & Review Board.
• Evaluates performance of employees.
• Assist city staff in the enforcement of local ordinances and in interpreting city codes.
• Schedule, organize, attend, and conduct various town hall and/or community meetings.
• Attends City Commission meetings, workshops, and special meetings.
• Make oral and written presentations.
• Promotes professional growth and development for employees.
• Perform other duties as assigned by the City Manager.

 

ADDITIONAL JOB FUNCTIONS

• Uses a variety of computer software program such as Microsoft Word, Excel, Outlook, and iWorq.
• Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

• Managing the day-to-day operations of the Department including supervision of approximately 15 staff, comprised of planners, building inspectors, land development inspectors, engineers, code enforcement and support staff.
• Assigning and reviewing work, making recommendations impacting recruitment and selection, pay, status and disciplinary action, and performance evaluation.

QUALIFICATIONS

• Bachelors Degree in Planning, Public Administration or a related field and a minimum of five years progressively responsible experience in planning, economic or land development, including some management or supervisory experience. A.I.C.P. and masters degree preferred. A comparable amount of training or experience may be substituted for the minimum qualifications.
• Local government experience is preferred
• Knowledge of land development and code enforcement processes and best practices
• Knowledge of planning and zoning principles
• Business math, including the calculation of areas (square footage), fees, and penalties
• Knowledge of Georgia Open Records Act

• Familiarity with permitting software systems
• Read and interpret building plans, related construction documents and various maps
• Interpret, explain, and apply policies, laws, and procedures
• Perform detailed, technical, and specialized permit support work.
• Organize and prioritize work and follow-up on assignments with a minimum amount of supervision.
• Organize and maintain accurate files and records; draft official memos and/or decision letters
