COURT ADMINISTRATOR

 

Department: Municipal Court Date: November 13, 2020 GENERAL PURPOSE

 

Performs supervisory and administrative work of a responsible nature in the daily operations of the Municipal Court.

 

SUPERVISION RECEIVED

 

Works under the general supervision of the City Manager.

 

SUPERVISION EXERCISED

 

Supervises Municipal Court, Court Clerks, and interns.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

Responsible for supervising daily operations in the municipal court assuring provision of timely and accurate customer service for members of the public and court staff.

 

Supervises personnel as assigned to meet schedules and workloads. Performs annual and probationary evaluations. Interviews and recommends applicants for hire. Recommends disciplinary action for subordinate employees.

 

Assists in preparation of annual budget requests for the Municipal Court. Administers adopted budgets in accordance with City policies and procedures.

 

Supervises and administers the receipting, depositing, and accounting of monies for fines, forfeitures, and other court receipts.

 

Performs research and records retrieval; assists in compilation and preparation of court records; compares data and information as directed.

 

Responds to window, telephone, and written inquiries. Responds to public records requests in accordance with City policies and procedures. Prepares and maintains appropriate calendars.

 

Secures details of specialized information, coordinating office work and providing information regarding services and operations of the division in response to inquiries from employees, customers, court staff, and vendors.

 

May assist with matching purchase orders to invoices, codes, and/or records; prepares invoices for payment.

 

Maintains filing systems (i.e., sorting, grading, verifying, filing, and/or retrieving documentation); establishes new and specialized files according to prescribed methods.

 

Maintains work area supply inventory, orders supply, as necessary.

 

Assists in the coordination of effective purchasing procedures for the requisition and procurement of supplies, equipment, and services. Obtains oral and written quotes from vendors.

 

Operates a variety of modern office equipment (i.e., facsimile machines, scanner, personal computer and specialized software, calculator, telephone, cell phone, and copy machine)

 

PERIPHERAL DUTIES

 

Serves as member of various employee committees as assigned. Works shifts as assigned.

DESIRED MINIMUM QUALIFICATIONS

 

Education and Experience:

 

 

  1. Graduation from high school or GED equivalent and a minimum of 45 college credits in bookkeeping, accounting, or office management, and
  2. Five (5) years of responsible administrative experience with a court system, or
  3. An equivalent combination of education training, or experience which provides the required knowledge, skills, and abilities to perform the essential job functions.

 

Necessary Knowledge, Skills and Abilities:

 

  1. Considerable knowledge of office management principles, practices and procedures; knowledge of computers and computer software including data processing; specialized court data bases, and spreadsheets; considerable knowledge of legal language and legal procedures related to municipal court functions; knowledge of bookkeeping and basic accounting principles and practices; knowledge of sources of supply; knowledge of complex and specialized support for a department level administrator; knowledge of supervisory techniques; knowledge of criminal, traffic, and infraction procedures.

 

 

  1. Skill in operating listed tools and equipment; skill in researching and organizing data; skill in using spreadsheet, skill in using specialized court services databases, word processing, and calendaring software; skill in customer service techniques.
  2. Ability to establish and maintain effective working relationships with customers, subordinates, co-workers, court staff, vendors and other City departments; ability to communicate effectively verbally and in writing; ability to handle stressful situations; ability to evaluate, audit, deduce, and/or assess data and /or information using established criteria; ability to provide guidance, assistance, and/or interpretation to others on how to apply department procedures and standards.

 

SPECIAL REQUIREMENTS

 

Valid State Driver’s License.

 

TOOLS AND EQUIPMENT USED

 

Personal computer, including Microsoft software programs, spreadsheets, and specialized court software (Courtware); printer, copy machine; 10-key calculator, postage machine; fax machine, scanner, and telephone.
