The Law Department is comprised of a County Attorney, Deputy County Attorney, and a Legal Assistant. The County Attorney reports directly to the Board of Commissioners and is the legal advisor and representative of the County. The Deputy County Attorney position is under the general supervision of the County Attorney.
Essential Functions and Responsibilities:
- Provide general administrative legal counsel to County officers including the Board of Commissioners, County Administrator, Department Directors, Authorities, Boards, Constitutional Officers, various court and judicial officers connected with the County judicial system, and County employees in their official capacities;
- Represent the County in litigation including zoning, civil rights, personal injury, contracts, condemnations, and personnel actions;
- Prepare and review a variety of legal documents, offerings, and requests for information, which may include: motions, pleadings, memoranda, agreements, defense claims, writs of habeas corpus, legal opinions, petitions, special actions, briefs, subpoenas, contractual agreements, petitions, and/other related information;
- Conduct a variety of legal research, analysis, and document preparation related to cases, statutes, records, and related information to determine applicable arguments and potential case outcomes;
- Prepare legal opinions;
- Negotiate, draft and approve contracts;
- Review agenda items;
- Consult with and advise County elected officials, appointed officials, employees, witnesses, and/or other interested parties on proper legal procedures;
- Respond to inquiries from law enforcement personnel, county employees, elected officials, the general public, the media, and/or other interested parties;
- Appear in court to participate in litigation activities, which may include; trying cases, selecting juries, arguing motions, and/or performing other related activities.
- Monitor litigation assigned to retained counsel.
Minimum Qualifications Required:
Education and Experience:
- Juris Doctorate and ten (10) or more years of experience;
- Member in good standing of the Georgia Bar and admitted to practice in the Superior Courts of Georgia, Court of Appeals for the State of Georgia, Supreme Court of Georgia, and other courts as necessary; and significant local government experience, with an emphasis on economic development, real estate, and land use matters, is required.

- Applying laws, rules and regulations; analyzing complex information; mediating conflict;
- Organizing and presenting cases for trial; preparing legal documents;
- Presenting legal arguments in support of legal positions; Conducting trials, hearings, and proceedings;
- Conducting legal research; Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
ADA Minimum Qualifications:
Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.
Essential Functions frequently require the ability to move about inside the office; and move/transport items of a minimum of 15lbs.
Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.
Sensory Requirements: Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.
Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
