Summary:

Maintains and reviews financial records. Generates system reports and prepares financial reports to assure proper accounting and reporting of all financial transactions. Assists with the City's Capital Asset program. Assists management throughout the City as well as financial users.

Job Duties:

Posts transactions and reconciles complex financial accounts manually and via computer; maintains departmental account entries to ledgers and journals; assists in establishing accounting procedures.

Monitors a variety of statistical and financial reports and records for accuracy and improved efficiency; prepares various accounting reports.

Maintains investment accounts, makes recommendations for change in investments, and moves funds as instructed to cover expenditures and to ensure all excess monies are earning optimum return.

Monitors intergovernmental agreements, agency contracts, and rental contracts to ensure timely billing and receipt of revenue.

Supervises the City's capital asset program to include the development of policies and procedures, asset tracking, proper recording of financial transactions, and training; oversees the sale of surplus property; works with Financial Analyst to record assets constructed or purchased through capital projects.

Compiles, prepares and submits monthly, semi-annual, and annual reports and various departmental financial reports as required by Federal, State, and Local laws, rules, and regulations.

Runs monthly General Ledger statements, balances accounts and funds before updating. Distributes appropriate reports to Council, City Manager and Department Heads.

Prepares bills for service due the City and monitors accounts receivable activity.

Provides oversight for intergovernmental agreements, agency contracts, and rental contracts.

Provides assistance to the City tax office.

Maintains principles, practices and procedures used in the City's financial operations; informed of all grant programs.

Assists in preparation of external comprehensive annual financial reports.

Assists in coordinating with the external auditor to complete annual financial and compliance audits.

Assists in conducting year end closing and adjustments of general ledger balances through generally accepted accounting principles and standards.

Assists in reviewing and analyzing general ledger and budgetary information.

Advises Financial Services Manager of any problems concerning finances.

Maintains General Ledger on the automated computer system; maintains chart of accounts in accordance with coding requirements of Georgia Department of Community Affairs.

Performs other related duties as required; assists with special projects as required.

 

 Minimum Qualifications:

Education and Experience:
 
Bachelor's Degree in Accounting or related field.
 
Any equivalent combination of education and experience which provides the minimum level of qualifications as stated above.
 
Licenses and Certifications:
 
Valid Class C Driver's License and a satisfactory Motor Vehicle Record (MVR) desirable.
 
Knowledge, Skills, and Abilities:
 
Knowledge of the principles, practices, and procedures of accounting, financial management, and budgeting.
 
Knowledge of departmental programs, policies, and procedures.
 
Knowledge of clerical principles, bookkeeping procedures, and filing systems used by local government agencies.
 
Knowledge of proper investment procedures.
 
Ability to analyze financial information in accordance with appropriate governmental accounting procedures.
 
Ability to operate computer equipment and other office equipment.
 
Ability to establish and maintain effective working relationships.
 
Ability to communicate clearly and effectively, both orally and in writing with outside agencies and internal City personnel.
