JOB SUMMARY

This position is responsible for the supervision of the Water & Sewer Division of the Public Works Department, water and sanitary sewer construction, maintenance and repair projects.

 

ESSENTIAL JOB FUNCTIONS

  • Assists with the department budget and monitors expenditures under the current budget and reviews payroll.
  • Attend conferences workshops and seminars.
  • Ensures work orders are accurately completed.
  • Locates water and sewer lines for construction projects; develops and maintains both manual and computerized GIS mapping system.
  • Makes on-site inspections of work in progress; allocates work among crews.
  • Plans and organizes the use of department supplies and materials on a daily basis.
  • Prepares bid documents and requests for proposals on selected projects for submission to the Public Works Director.
  • Prepares paperwork for payables.
  • Provides technical oversight to water and wastewater plants with emphasis on engineering, maintenance reviews and capital projects; makes sure water and sewer systems are safe.
  • Responds to customer questions and problems.
  • Reviews construction plans of city and other projects; confers with contractors and engineers to coordinate the installation of water and sewer systems as necessary.
  • Serves as the primary department representative with the Environmental Protection Division and other regulatory agencies for grant opportunities, designations or programs.
  • Supervises and participates in the work of personnel involved in performing water distribution and wastewater collection system repair and maintenance.
  • Performs other related duties as assigned.

 

 

QUALIFICATIONS

 

Minimum Education and Experience:

High School diploma or equivalent and a minimum of 5 years construction and supervisory experience position, 10 years preferred. Or equivalent combination of education and experience.

 

Required Licenses or Certifications:

Certification as a Water Distribution Operator is required.  Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated. CDL Class A is preferred.

 

Knowledge, Skills and Abilities:   

  • Knowledge of relevant city construction and building codes, nuisance ordinances, construction and trade codes, subdivision regulations and zoning ordinances.
  • Knowledge of the principles and practices of commercial and residential construction.
  • Knowledge of construction industry standards in both Public Works and Water and Sewer with emphasis in engineering practices.
  • Knowledge of relevant state and federal laws and regulations
  • Knowledge of records maintenance procedures
  • Knowledge of the geography of the city, including subdivision, road, and street names.
  • Skill in operating standard office equipment such as a computer, calculator, facsimile machine, and copier.
  • Skill in reading blueprints and other technical diagrams such as plats, site plans, soil erosion and sedimentation control plans, maps and building plans
  • Skill in report preparation and records maintenance.
  • Skill in public and interpersonal relations.
