The City of Sparks is accepting job applications for a City Clerk position until the position is filled.

The Job Functions of  this position includes: Facilitating all city council meetings, prepare and distribute agendas, take minutes and publicize all information which is required to be publicized by the law, Document and publish ordinances and resolutions by adhering to the legal procedures and processes, Public records management includes properly maintain public records and handling any open records requests, Retention management of all the city’s documents and records according to Georgia Law, Issuing licenses and permits, collecting payments and managing these business records, Initiate contracts, bids and grant projects, Ethics filings for political candidates including campaign contributions and financial disclosures, Organize elections and qualify candidates and coordinate election information, communication and processes (must complete a certifications program through the Secretary of State Elections Division), have knowledge of local government financial policies and procedures such as general ledger positing’s, cash receipting, payroll processing, tax and revenue collection, balancing bank statements and filing quarterly payroll information and year end processing of W2’s, knowledge of accounts payable processing, budget operations, utility billing for water/sewer/garbage, knowledge of all municipal court clerk duties, assisting with annual audits, and other duties include serving as the city’s human resources director and coordinator and other typical office responsibilities.

This position will be required by State Law (O.C.G.A. sections 36-1-24 and 36-45-20) as the City Clerk become Certified by the Carl Vinson Institute of Government, the University of Georgia. Mandatory training will be necessary to perform the job duties as a City Clerk. A four year degree with major course work in accounting, finance and office management or public administration would be desirable or at least four years of working in a local government setting involving accounting, cash handling, data processing, contact with public and some supervisory experience or any equivalent combination of training and experience.
