JOB TITLE:  Accounting Coordinator                                                                      

DEPARTMENT:  Finance, White County

JOB SUMMARY:  This position is responsible for assisting in the administration of the county's accounting and payroll activities.

MAJOR DUTIES:

  • Assists in the maintenance of the county's accounting, payroll and finance activities.
  • Receives and processes payroll sheets from all county departments; reviews employee time records for accuracy and completeness, updates payroll records, manages payroll preparation, runs payroll checks, completes required reports, enters related data into computer, and maintains records.
  • Prepares and processes federal and state tax deposits on a monthly basis.
  • Manages the accounts payable function for the county: sends invoices to proper department for approval; assigns vendor numbers in the computer; enters all approved invoices in the computer for payment; prepares checks; mails payments; prepares weekly reports; prepares manual checks as needed; and reconciles monthly vendor statements.
  • Prepares deposits for various funds.
  • Makes journal entries, voids checks, balances the General Fund, and runs related reports on a monthly basis.
  • Prepares and maintains general ledgers, as well as revenue and expense reports and records.
  • Prepares, processes, and submits required Internal Revenue Service and State Department of Labor payroll forms and reports on a quarterly basis.
  • Prepares and issues 1099 forms, W2 forms, and related federal reports on annual basis.
  • Assists with the preparation of the annual budget process.
  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:      

  • Knowledge of government fund accounting.
  • Knowledge of Generally Accepted Accounting Practices.
  • Knowledge of payroll management programs.
  • Knowledge of data processing methods, especially as applied to accounting and payroll work.
  • Knowledge of relevant federal and state laws, rules, and regulations.
  • Skill in preparing financial reports.
  • Skill in operating a computer, business application software, and relevant peripherals.
  • Skill in analyzing and interpreting statistical data.
  • Skill in maintaining records.
  • Skill in operating office equipment such as a calculator and copier.
  • Skill in oral and written communication.
  • Fund Accounting experience preferred.

SUPERVISORY CONTROLS:  The Finance Director assigns work in terms of  general instructions.  The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES:  Guidelines include Generally Accepted Accounting Principles, relevant federal and state laws and regulations, and county and departmental policies and procedures.  These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY:  The work consists of related duties in the areas of payroll and accounting administration.  The necessity variety of tasks and a need for accuracy contribute to the complexity of the work.

SCOPE AND EFFECT:  The purpose of this position is to assist in preparing and maintaining accurate payroll and accounting records for the county.  Successful performance helps ensure the timely management of employee payroll activities and accurate financial records.

PERSONAL CONTACTS:  Contacts are typically with co-workers, other county employees, and customer service representatives.

PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information and resolve problems.

PHYSICAL DEMANDS: The work is typically performed while sitting at a desk or table. 

WORK ENVIRONMENT:  The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.

MINIMUM QUALIFICATIONS:

  •     Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  •     Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
