Position Profile: The City of McDonough is a beautiful municipality located in Central Henry County Georgia and located a short distance from the bustling Atlanta metropolis. Our city is growing, and we are excited to announce that we are recruiting for a Community Planner to join our Community Development team. A successful candidate for this position must possess the necessary skills and knowledge to receive and respond to customer inquiries regarding zoning issues, research zoning issues regarding non-conforming land uses, zoning interpretations, and previous development and zoning history, examines and creates lists of properties being rezoned which require notification of adjacent and nearby property owners, and constructs public hearing signs and posts them on subject properties. The Community Planner must also have the ability to compose staff reports and recommendations on zonings cases and the ability to work well with the general public, elected officials, and other City departments. Essential Duties & Responsibilities:
 Receives and responds to customer inquiries regarding zoning issues, research of zoning issues regarding non-conforming land uses, zoning interpretations, and previous development and zoning history.
 Creates and examines lists of properties being rezoned which require notification of adjacent and nearby property owners.
 Constructs public hearing signs and posts them on subject properties.
 Reviews building permits to ensure compliance with zoning regulations including land use and parking compliance.
 Composes staff reports and recommendations on zonings cases to the Board of Commissioners and the Planning Commission which includes interdepartmental comments, applicant information, aerial photos, building elevations, site plans, future land use plan, and zoning maps.
 Receives applications for rezoning, special land use permits, text amendments, and modifications of zoning conditions applications at the front counter; verifies completeness of applications; inputs data into departmental database.
 Interprets and applies applicable local, state, and federal, codes, ordinances, regulations, standards, specifications, policies and procedures pertaining to planning, zoning, land development, and land use; initiates any actions necessary to correct deviations or violations
 Provides technical and administrative support to the Community Development Department, City Boards (i.e. Municipal Planning Commission, Board of Zoning, Appeal and Historic Preservation Commission and other City departments.
Provides assistance to the general public in the planning process, accepts, verifies, and logs applications and fees and reviews for annexations, rezoning, variances, plan reviews and other planning department functions.
Review developmental plans for compliance with applicable City Ordinances and/or Codes.
 Prepares and maintains departmental forms used in the application process for annexations, plan reviews, rezoning, variances, special exceptions, and other departmental functions.
Assists in the preparation of monthly reports, forms and correspondence for the Community Development Planning and Zoning Division.
 Review and sign permit applications, occupational tax (zoning verification), and home occupations in accord with City Codes.
Enforces City Ordinances related to planning and zoning issues.
 Attends evening meetings as needed and/or assigned.
Knowledge, Skills & Abilities:
 Knowledge of City Planning principles and ordinances.
 Knowledge of local, state, and federal government programs and processes.
 Knowledge of the social and environmental impact of planning decisions on communities.
 Knowledge of the interaction among the economy, transportation, health and human services. and land-use regulation.
 Knowledge of the legal foundation for land use regulations.
 Skilled in the use of computer and software applications, including Microsoft Office Suite, photo editing programs including Adobe Photoshop, graphics manipulation programs including Adobe Illustrator, SketchUp, geographic and information systems such as ARC Info with the ability to conduct analyses and to produce materials of the highest quality and
 Skilled in the use of modern office practices, methods, equipment, and standard administrative functions and procedures.
 Ability to learn methods, techniques, and equipment as applied to city planning, urban design, transportation planning and growth management generally.
 Ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
 Ability to learn and assess emerging principles and practices in city planning, urban design, and zoning administration.
 Ability to perform research, including reading, interpreting, and analyzing maps and plats, compile and organize planning information.
 Ability to prepare clear and concise reports and maintain accurate records and departmental files and manage strict confidentiality as applicable.
 Ability to communicate clearly and concisely in writing and orally.
 Ability to interpret and follow oral and written instructions quickly and accurately.
 Ability to work independently with specific instructions and with minimum supervision.
 Ability to meet and interact tactfully and courteously with the public and remain composed when addressing difficult situations, either in person, telephone and/or email.
 Ability to establish and maintain effective working relationships with City employees, elected officials, business owners, builders, contractors, and the general public.
 Ability to conduct field inspections for compliance with applicable ordinances.
 Ability to operate City vehicles and equipment safely and efficiently in the performance of duties and to maintain all required licenses and certifications.
Education & Certification(s):
 Bachelor’s Degree from an accredited four-year college or university in the field of Urban
Planning, Public Administration, or a related field.
 One (1) year(s) experience in planning, zoning, and administration or an equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
 Valid State of Georgia Driver’s License & acceptable MVR.
 Ability to successfully pass a criminal & credit background check.

Physical Requirements:
 Work may require extended periods of sitting.

 Use of tools/equipment and average physical agility and dexterity.
Environmental Conditions:
 Duties are normally performed in an in-door office environment.
 Position requires a moderate amount of outdoor work to conduct field visits, tours, facility inspections, and work-related travel activities.
 Performance of essential functions may also require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, traffic hazards, or rude/irate customers.
 The candidate in this position may also be exposed to construction activity such as high-noise levels, moving vehicles, machinery, and insecure walkways and platforms.
 Work may also require the use of protective clothing and equipment including but not limited to a helmet, gloves, googles, and protective footwear.
 Some exposure to outside seasonal and inclement weather conditions.
