Position Announcement

The City of Pooler Department of Fire-Rescue Services (Pooler Fire-Rescue) is seeking a highly motivated individual to fulfill the role of EMS Captain in a rapidly growing suburb of Savannah, Georgia. This position is a senior management position that requires a high level of responsibility, self-direction, and the ability to operate independently in leading the improvement of organizational medical services to the public. This position will manage the licensure, continuing education, credentialing, quality assurance/quality improvement and administration of the EMS program for the department.

Position Type

This position is a full-time, FLSA exempt position with flexibility in scheduling that may include occasional nights and weekends.

$65,000-$75,000 D.O.Q.

Position Summary

This is a professional, division lead and senior level management position of a highly responsible and visible nature dealing with departmental operations and public health/safety. Responsibilities include the administration and management of the Pooler Fire-Rescue Emergency Medical Services program along with all its subordinate functions. This individual must be highly motivated, self-directed, and work independently. The position reports directly to the Assistant Fire Chief and requires collaboration with other officers/providers to effectively manage the EMS program.

Essential Functions of Position

The following description describes the principal functions of this job but should not be considered an all-inclusive listing of work requirements. This individual may perform other duties as assigned, including working in other functional areas to cover absences or relief, to assist with peak work periods, or otherwise to balance the workload of the department.

  • Displays strong leadership qualities within the fire rescue department, be a self-starter and highly motivated. Must have excellent organizational skills, show attention to detail, and be professional in performing the duties of the EMS Division Captain.
  • Provides direction to fire/EMS personnel in the administration of the EMS division along with related training.
  • Develops and implements continuous quality improvement (CQI) programs by reviewing all patient care reports in order to analyze EMS effectiveness, system trends, and needs in order to ensure EMS division effectiveness.
  • Assists in researching and developing protocols, policies, and procedures for continued EMS improvement and compliance in accordance with state, national, and industry standards.
  • Advances the EMS division through appropriate training by planning and coordination of EMS continuing education programs with material to ensure compliance with required education hours.
  • Manages EMS licensure requirements and other related certifications in accordance the Georgia Office of EMS/Trauma requirements and maintains records related to licensure and certifications.
  • Ensures all medical equipment on fire apparatus is appropriate and in good working order.
  • Ensures that medical supplies are at an appropriate inventory level for continuous operation.
  • Knows, understands, and appropriately updates the Georgia Office of EMS/Trauma operational plan.
  • Assists the Battalion Chief with the management of day-to-day operations related to EMS as needed.
  • Takes a leadership role and serves as primary department contact overseeing any patient care related issues.
  • Ensures that medical care providers are properly licensed, and credentials are up to date.
  • Performs duties of HIPAA Compliance Officer, Privacy Officer, and Infection Control Program administrator.
  • Acts as Liaison between Medical Director and Pooler Fire Rescue personnel.
  • Serves as Liaison for any EMS related issues between Pooler Fire-Rescue and Georgia State and local regulatory agencies, local hospital staff/administration, other EMS agencies, medical equipment suppliers/vendors, training centers, citizens, any other agency/individual associated with pre-hospital care.
  • Participates in Georgia EMS Advisory Council for Region 9.
  • Provides guidance for multiple casualty incidents, mass casualty incidents, and special-hazard type events.
  • Deals with public inquiries and concerns related to EMS.
  • Provides EMS training to all department personnel.
  • Assists with preparing plans that outline the EMS operating procedures to be used in response to disasters.
  • Performs various other duties as assigned by the Fire Chief.

Minimum Qualifications for Employment

The following qualifications are the minimum requisite certifications and time of service to qualify for the position of EMS Captain with Pooler Fire-Rescue:

  • Certified as a Paramedic through the National Registry of Emergency Medical Technicians.
  • Minimum of 3 years field experience as a Georgia and/or National Registry licensed Paramedic.
  • 10 years of experience in independent EMS or Fire/EMS.
  • Valid Advanced Cardiac Life Support (ACLS) certification.
  • Valid Basic Life Support (BLS) certification.
  • Valid Pediatric Advanced Life Support (PALS) certification.
  • Georgia EMS Instructor OR NPQ II Fire instructor OR Georgia P.O.S.T. Instructor OR nationally recognized equivalent
  • NPQ (ProBoard) FF-I (those not certified must obtain within 12 months of hire).

Preferred Qualifications

The following qualifications and experience are preferred, but not required, for the position of EMS Captain with Pooler Fire-Rescue:

  • Critical Care Certification (CCP-C, FP-C)
  • Instructor in ACLS, BLS, PALS, PHTLS, TECC, CPR.
  • Valid Certification in Prehospital Trauma Life Support (PHTLS) or equivalent.
  • Valid Certification in Tactical Emergency Casualty Care (TECC) or equivalent.
  • Associate degree (or higher) in Emergency Medical Services Management or a related field.
  • National Fire Academy- Management of Emergency Medical Services (R-0150)
  • National Fire Academy- EMS: Quality Management (R-0158)
  • Georgia EMS Director Certification.
  • Documented progressive leadership in an EMS or Fire/EMS agency at a supervisory level.
  • NPQ (ProBoard) FF-II
  • NIMS certification 100, 200, 300, 400, 700, 800
