We are currently recruiting for the position of Community Development Director. This position is a highly visible executive-level position and requires an individual with the experience to plan, direct, and oversee the development and implementation of a comprehensive official community plan through development and application of land use policy and administration. The candidate for this position must have the ability to effectively manage department staff as well as provide guidance, leadership, direction and oversee the daily operations of the Community Development Department. The candidate for this position must possess the ability to work well within a city government structure including but not limited to the Mayor, City Council members, elected officials, cross-jurisdictional partners, decision making stakeholders, internal staff, external partners, and the City of McDonough’s citizens. A successful candidate must possess an in-depth knowledge of the key principles of community development including urban planning, land use analysis, sustainability, empowerment, inclusivity, social justice, human rights, democracy, and equality. ESSENTIAL DUTIES & RESPONSIBILITIES: Community Planning:  Works closely with the Mayor, City Council Members, elected officials, Planning Commission, advisory boards, community leaders, and other jurisdictions and stakeholders in the planning and sustainability development of community neighborhoods and cities.  Ensures coordination of efforts among autonomous/external entities which promote elements of the City’s Community & Economic Development.
 Through planning and research, initiates recommendations to the City Administrator, the Mayor, and the City Council for all matters relative to the assigned areas of responsibility.  Administers and interprets policies and procedures relating to the City’s land use, regulatory Ordinances and policies and provides guidance and advice to Main Street as needed.  Consults with the City Administrator, internal department heads, the City’s citizens, and other officials of external agencies on a local, state, and regional level to plan and coordinate all phases of the City’s community and economic development efforts. Community Development Operations:  Manages and directs the development and implementation of the City’s Community Development Department’s day-to-day operations.  Administers development and land use regulations and review all site plans, zoning, and related requests applications.  Conducts field research and investigations and makes recommendations and decisions as directed by the City Administrator.  Responsible for the preparation of the department’s annual budget ensuring compliance.  and alignment with the budget approved by the Mayor, City Council, and the City Administrator.  Attends all regularly scheduled meetings of the City Council, Planning Commission, Board of Zoning & Appeals, Historic Preservation Commission, and other entities relative to Community Development.  Monitor procurement and management of design, review, and inspection services by outside professionals conducting services on behalf of the City.  Establish the creation, maintenance, and regular improvement of a system of document management for the Department, accessible to the public.  Ensues timely responses to all requests or inquiries incoming to the Department. Management & Supervision:  Develops departmental policies, procedures, and processes.  Forecast and prepares the department’s annual budget requirements.  Schedules, assigns, directs, inspects, and evaluates staff work products, and provides training and guidance in correct methods and procedures as required.  Monitors staff work on a daily basis in order to evaluate employee performance and to ensure that established performance measures, benchmarks and standards and policies are properly and consistently applied.  Establishes Standard Operating Procedures and department guidelines for all assigned employees.  Responsible for the management of all Department staff, including daily and special project assignments.  Monitors employee performance and conducts annual employee performance evaluations following established Personnel Guidelines for merit compensation.  Directs, assigns tasks, special projects, and monitors the workflow of staff members. Additional Position Requirements:  Demonstrated experience in guiding, planning and land use development.  Ability to development and/or redevelopment a City’s downtown area for revitalization.  Requires the ability to function in a director capacity for a major organization requiring significant internal and external interaction.  Requires the ability to synthesize and integrate data for predicting, anticipating, and planning for future events impacting the organization. Includes determining strategic and tactical decisions at the highest organizational levels of authority and responsibility.
 Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.
Education & Certification(s):
 Bachelor’s Degree from an accredited four-year college or university in the field of Urban Planning, Public Administration, or a related field.
 Master’s Degree in one of the above fields is highly desirable.
 Five (5) years of progressively responsible management experience in Community Development with direct supervisory experience.
 Valid State of Georgia Driver’s License & acceptable MVR.
 Ability to successfully pass a criminal & credit background check.

Physical Requirements:
 Work may require extended periods of sitting, standing or walking.
 May require the need to reach, bend, stoop, squat, crouch, and walk over rough surfaces or terrain and some exertion when climbing.
 Ability to lift a minimum of twenty-five pounds.
 Use of tools/equipment and average physical agility and dexterity.
Environmental Conditions:
 Duties are normally performed in an indoor office environment.
 Position requires a moderate amount of outdoor work to conduct field visits, tours, facility inspections and work-related travel activities.
 The candidate in this position may also be exposed to construction activity such as high-noise levels, moving vehicles, dust, mud, machinery, and insecure walkways and platforms.
 Work may also require wearing protective clothing and equipment to include but not limited to a helmet, gloves, googles and protective footwear.
 Some exposure to outside seasonal and inclement weather conditions.
