EMERGENCY MANAGEMENT  SPECIALIST

Summary: The purpose of this classification is to assist or act for the Emergency Management Deputy Director to plan, organize and conduct operations for the mitigation against, preparedness for, response to and recovery from major emergencies and disasters in Glynn County. Areas of assignment will include volunteer coordination, communications, logistics, and technological assistance.

Essential Job Functions: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Guidelines for this position follow federal/state EMA guidelines as well as county departmental rules and regulations. Contacts will include department managers, employees, schools, civic groups, the general public and volunteers.
  • Ability to work under mental stress is required. Occasional lifting of heavy objects and equipment weighing more than 50 pounds is also required. Exposure to dust, unpleasant odors, high noise levels, inclement weather, and situations such as natural disasters, search and rescue missions, and deaths may be encountered when responding to requests for assistance. A Monday through Friday work schedule will be typical, but nontraditional working hours will also be required as directed.
  • Supervises and monitors the actions of volunteer teams.
  • Responds to water and land search and recovery efforts utilizing the EMA Volunteer Search and Recovery Squad.
  • On a 24-hour basis, responds to hazardous material incidents, bomb threats, severe weather alerts, and other natural or man-made emergencies.
  • Stays abreast of current weather conditions and advises city/county administrators and/or department heads of any action that may be needed.
  • Manages the EOC equipment; oversees the day-to-day operations of the center, as well as manages operations during emergency activation.
  • Researches, identifies, and makes recommendations regarding information technology and communications equipment.
  • Coordinates and implements comprehensive plans, procedures, and systems to ensure an efficient and effective all-hazards level of preparedness and response to major emergencies.
  • Prepares or completes various forms, reports, correspondence, memos, emergency operational plans.
  • Assists in creation and updates of emergency plans and SOPs.
  • Must be available for travel when required.
  • Performs all other duties as assigned.
