SALARY INFORMATION:  $63,609.52 Annually / Pay Grade M / Job Code FIP053

DUTIES: The Grants Manager will be responsible for researching, preparing, submitting, and managing grant proposals/reports that support agency goals and meeting funder guidelines and criteria. The Grants Manager will possess advanced analytical and evaluation skills as seen in the following areas: financial analysis; program evaluation; policy evaluation; financial reporting, compliance reporting, grant management, supports special project initiatives, and demonstrate an ability to work autonomously to develop and complete proposals. This position requires strong writing, data analysis, program budgeting, project management skills, with an emphasis on outcome measurement.

Position Requirements – Essential

  • Lead grant proposal development and submission - preparing and organizing materials for proposals, submitting and monitoring grant applications.
  • Compiles and reviews grant proposals for appropriate budgetary requirements and collaborate to finalize with         program staff, finance, and District Health Director for compliance with Federal, State, and other grant policies.
  • Responsible for submission and implementation of all grants and serves as the central point of contact for paper or online portals grant application submittals and reporting to federal, state and/or other agencies.
  • Develops, coordinates, and monitors grants administration/management procedures and other activities for successful implementation of all grants in the organization with DeKalb Public Health’s compliance with terms and conditions.
  • Coordinates and provides technical assistance and guidance to divisions, departments, and programs to ensure accurate and timely submissions of reports and other information.
  • Provides responses to inquiries from the funder, staff, and other individuals requesting assistance.
  • Reviews monthly, quarterly, and annual status reports before submission and assists in preparing the financial reports to the grantor and perform draw down requests.
  • Works closely with divisions, offices, departments and programs to resolve grant audit findings by assembling all necessary supporting materials and documents.
  • Performs grant close-out procedures according to the terms of each grant agreement.
  • Supervises, guides, and/or instructs the work assignments of the grants staff.  Coordinates the work of the grants staff to ensure conformance to grant requirements, and established policies and procedures.
  • Strong administrative skills and self-motivated, with the ability to set priorities and manage multiple tasks under minimal supervision in an effective and efficient manner.
  • Ability to work under pressure and respond to deadlines without sacrificing quality.
  • Performs other duties as assigned.

 

MINIMUM QUALIFICATIONS: Bachelor’s degree in business administration, finance, public administration, or a related field from an accredited college or university AND three (3) years of job-related experience, which includes one (1) year as a lead worker, team leader, or supervisory role;

OR

Seven (7) years of job-related experience, which includes one (1) year as a lead worker, team leader, or supervisory role;

OR

One year of experience the lower level Grant Spec 3 (FIN052) or equivalent position.

 

PREFERRED QUALIFICATIONS: Five (5) to seven (7) years of familiarity and experience working with Federal, State and other grant funding programs including programmatic and fiscal. Knowledge of principles and procedures of grants administration includes grant sources, application procedures, proposal requirements, reporting requirements, and audit requirements.
