JOB SUMMARY

This position is responsible for assisting personnel within the Community Development Department with implementation of functions of department, including code interpretation for enforcement inquiries, land development, building permitting, business licensing, planning, zoning, GIS, stormwater compliance, and floodplain management. The position reports to the Community Development Director or designee, is substantive and professional but also responsible for administrative responsibilities and tasks customarily required of all employees.

 

ESSENTIAL JOB FUNCTIONS:

 

  • Provides administrative and technical support for management; assists in the development of amendments to ordinances and plans; attends meetings with management; prepares staff analysis regarding various applications; provides support for administrative and technical tasks related to planning and zoning and code administration functions.
  • Provides technical information/assistance to the general public, professionals, elected and appointed officials, appointed citizen boards, and other staff regarding complex zoning classifications and ordinance and plan related information.
  • Reviews building permit applications for compliance with ordinance requirements; performs final site inspections for non-residential development for compliance with buffers, screening requirements and zoning stipulations; reviews foundation surveys for residential and non-residential development for compliance with setbacks; attends Technical Review Committee meetings to review various projects.
  • Provides administrative support as Secretary to the Planning & Zoning Commission; attends public meetings; records, dictates, disseminates, and maintains agendas; records, transcribes, and distributes legal notices to the print media; prepares copies of public hearing applications and ordinance and plan amendments.
  • Assists Code Enforcement with zoning violation complaints; testifies in court.
  • Updates department Web site and conducts research as assigned.
  • Visits properties that are the subject of various zoning applications upon receipt and during review of applications. 
  • Conducts site visits of development projects to check for compliance with zoning stipulations.
  • Performs other related duties as assigned, including customer service to citizens, builders, developers, and engineers regarding planning and zoning issues.
  • Runs reports in city software systems.
  • Conducts research as assigned.

 

MINIMUM REQUIREMENTS:

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a bachelor’s or associate’s degree.  Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.  Master’s degree and work-related experience a plus.

Possession of a valid State of Georgia driver's license (Class C) and a satisfactory Motor Vehicle Record (MVR) in compliance with County Safety and Loss Control Guidelines. Completion of the State of Georgia Department of Transportation Defensive Driving Course.

  • Knowledge of applicable local and state ordinances and Uniform Development Code.
  • Knowledge of demographic research techniques.
  • Ability to prepare reports, plans, and studies and to accurately interpret ordinances and codes.
  • Ability to research public records, interpret and apply information appropriately.
  • Ability to handle multiple interruptions, adjustments to priorities throughout the day and meet critical deadlines.
  • Ability to establish and maintain effective working relationships with departmental personnel, city personnel, developers, and the public.
  • Ability to deal courteously and tactfully with the public.

 

PHYSICAL DEMANDS:

The work is sedentary work. The employee is occasionally required to exert a light amount of force. Work is typically performed with the employee sitting at a desk. This position occasionally requires time out in the field, which may require balancing, climbing, or stooping.

 

WORK ENVIRONMENT:      

Work is typically performed in an office environment while sitting at a desk or table or while intermittently sitting, standing, walking, or stooping. The employee occasionally lifts light objects. The work is performed in an office and outdoors, where the employee may be exposed to cold or inclement weather.
