JOB SUMMARY

This position is responsible for assisting personnel within the Community Development Department with implementation of functions of department, including land development and permitting, building permitting, business licensing, planning, zoning, GIS, stormwater compliance, and floodplain management. The position reports to the Community Development Director or designee.

 

ESSENTIAL JOB FUNCTIONS:

 

  • Provides customer service to citizens, builders, developers, and engineers regarding planning and zoning issues; provides information regarding zoning districts and permitted and conditional uses and requirements; provides information and assistance concerning the zoning ordinance, the sign ordinance, development regulations, and subdivision regulations.
  • Assists the department with processing applications for zoning, permitting, and licensing, such as logging and distributing applications, preparing zoning compliance forms and maintaining files.
  • Provides administrative support to the Planning and Zoning Commission; helps prepares agendas and applications for distribution to Board members; helps prepares required legal notices of rezoning, variance, and administrative appeals; helps prepares signs for property posting; and attends meetings as needed; helps records, transcribes, and distributes minutes.
  • Helps to ensure that projects are moving through their processes, helps with plan review and consultant review; helps with invoice review and approval.
  • Processes sign permits and temporary event permits.
  • Maintains user fee schedule; collects and records all application fees.
  • Runs reports in city software systems.
  • Conducts research as assigned.
  • Performs other related duties as assigned.

 

MINIMUM REQUIREMENTS:

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.  Sufficient experience to understand the basic principles relevant to the major duties of the position usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

Possession of a valid State of Georgia driver's license (Class C) and a satisfactory Motor Vehicle Record (MVR) in compliance with County Safety and Loss Control Guidelines. Completion of the State of Georgia Department of Transportation Defensive Driving Course and/or Emergency Vehicle Operation Certification within twelve (12) months of employment.

  • Knowledge of zoning procedures and policies
  • Knowledge of computers and job related software programs.
  • Knowledge and skill in operation of modern office practices and procedures.
  • Skill in public and interpersonal relations.
  • Skill in oral and written communication.
  • Knowledge of comprehensive and current planning principles, policies, procedures, techniques, and their implications.
  • Knowledge of applicable local and state ordinances and Uniform Development Code.
  • Knowledge of demographic research techniques.
  • Ability to prepare reports, plans, and studies and to accurately interpret ordinances and codes.
  • Ability to research public records, interpret and apply information appropriately.
  • Ability to handle multiple interruptions, adjustments to priorities throughout the day and meet critical deadlines.
  • Ability to establish and maintain effective working relationships with departmental personnel, city personnel, developers, and the public.
  • Ability to deal courteously and tactfully with the public.

 

PHYSICAL DEMANDS:

The work is sedentary work. The employee is occasionally required to exert a light amount of force. Work is typically performed with the employee sitting at a desk. This position occasionally requires time out in the field, which may require balancing, climbing, or stooping.

 

WORK ENVIRONMENT:      

Work is typically performed in an office environment.
