JOB SUMMARY
Organize, plan and supervise the implementation of the City of Covington’s Municipal Separate Storm Sewer (MS4) program, to ensure compliance with the city’s NPDES MS4 permit. Organize, plan and supervise inspections and project management of land development projects within the city, to ensure compliance with local, state and federal regulations for erosion and sediment control and pollution prevention. Organize, plan and supervise city projects for the repair and improvement of the city owned infrastructure. Oversee the maintenance of city stormwater infrastructure. Serves as the first line supervisor for all Engineering Technicians.
ESSENTIAL DUTIES AND RESPONSIBILITIES
• Perform duties as a program administrator by creating and maintaining documentation of the City’s compliance with its NPDES MS4 permit.
• Supervise and direct personnel in field related activities to ensure MS4 permit compliance, which includes, but not limited to the inspection of public and private stormwater infrastructure, post construction best management practices (BMPs), outfalls and facilities within the MS4 watershed and system, in addition to public and private construction sites.
• Oversees the implementation of the Storm Water Management Plan, the preparation and submittal of the stormwater annual report to the Georgia Environmental Protection Division, and responds to communications and inquiries from the department.
• Maintain a database and tracking system of information for any and all required reports, including a listing of public and private stormwater management facilities and installed "Best Management Practices" including all active private and public construction sites.
• Perform inspections as required. Observe and document all phases of stormwater and/or civil-site work construction activities for compliance with design documents and city standards.
• Prepare and coordinate correspondence related to compliance, follow-up and Notice of Termination Inspections.
• Performs project management for the city for private and city owned projects for land development
• Supervise and direct personnel in the inspection and reporting of ES&PC compliance inspections for land development activities within the city.
• Supervise and direct enforcement actions as necessary, to ensure compliance with local, state and federal regulations for erosion and sediment control and pollution prevention.
• Supervise and direct personnel in plan reviews of design drawings for new construction for private and city owned sanitary sewer and water distribution infrastructure installation and upgrades.
• Supervise and direct personnel in field related activities to ensure compliance with city specifications and ordinances, which includes, but not limited to the inspection of public and private sanitary sewer and water infrastructure installation and upgrades.
• Participate in plan reviews of design drawings for stormwater, erosion and sediment control, sanitary sewer and water distribution for all related development projects
• Work with Geographic Information Systems (GIS) technicians to manage and update maps of the MS4 stormwater infrastructure.
• Review and analyze data within the mapping system.
• Organize and direct maintenance operations on public owned stormwater facilities.
• Assists in project management for the construction of the municipal public works projects.
• Respond to customer complaints regarding stormwater, erosion and sediment control and Illicit discharge.
• Reviews project specifications and confers with civil engineer concerning assistance required such as plan preparation, acceptance testing, and evaluation of field conditions, design changes, and reports.
• Educate and train staff according to NPDES permit guidelines and erosion and sediment control practices.
• Researches records, maps and other data to obtain such typical engineering data such as location of sewer stubs, water mains, hydrants, etc. and zoning district designations or special property assessments.
• Drafts detailed dimensional drawings such as those needed for street, water distribution, sanitary sewer, stormwater drainage, and other utility plans, systems and projects.
• Calculates dimensions, profile specifications, and quantities of materials such as pipe, concrete, and asphalt.
• Inspects construction site to determine conformance of site to design drawings and specifications.
• Assists engineers to ensure that construction and repair of transportation, stormwater systems, water distribution or waste water collection systems meet control requirements.
• Assists in the review of private project development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.
• Assists in the preparation of engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors and consultants, and the selection criteria.
• Assists in the preparation of sanitary sewer, water distribution, storm drainage, and street system maps, data bases, and comprehensive plans.
• Assists in the maintenance of engineering and infrastructure records.
• Prepares and drafts as-built plans for street, water distribution, sanitary sewer or light systems.
• Oversees and assists in a variety of office related functions, including preparing permits, correspondence, maps, presentation materials, brochures, reducing field notes, printing materials, answering phones and responding to inquiries from contractors, developers, property owners, staff, and the general public.
MINIMUM QUALIFICATIONS
Education and Experience:
(A) Graduation from a high school or GED, supplemented by two years of related technical or college training in drafting, Computer-Aided-Design (CAD), engineering technology, civil engineering or a closely related field and;
(B) Minimum of two years related experience;
(C) Minimum of three years of progressively responsible experience in a leadership or supervisory role.
(D) Any equivalent combination of education and experience.
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES:
• Advanced knowledge of civil engineering principles, practices and methods as applicable to a municipal setting;
• Advanced knowledge of applicable City policies, ordinances, laws, and regulations affecting division activities;
• Some skill in operating the listed tools and equipment
• Some skill in basic drafting, surveying, and flagging.
• Ability to prepare, organize and maintain engineering field and office data, reports and systems
• Ability to effectively communicate complex technical information, orally and in writing, to contractors, developers, property owners, employees, consultants, other governmental agency representatives, City officials and the general public.
• Proficiency with Microsoft Office products.
• Ability to become proficient with BS&A, Microsoft Office Suite, and other frequently used software applications.
SPECIAL REQUIREMENTS
Must possess a valid State Driver’s license or have the ability to obtain one prior to employment.
Must be physically capable of moving about on construction work sites.
Must possess GSWCC Level 1B Advanced Fundamentals (Red Card).
Must possess or be able to obtain a GSWCC Level II plan reviewer or design professional Certification (Grey or Tan Card) within 6-months.
Must be a Certified professional in Municipal Stormwater Management (CPMSM) or Certified Professional in Erosion and Sediment Control (CPESC) or In-Training (IT) status; or be able to obtain within one year.
Water distribution and/or waste water collection licenses desired or;
Any equivalent combination of education and experience.

Personal computer, including: word processing, spreadsheet, and data base and computer-aided-design software; standard drafting tools; pipe locator; engineering calculator; motor vehicle; phone; mobile radio and a variety of hand tools.
