Summary

Summary: This classification reports to the Assistant County Manager, who provides general direction for work assignments. The purpose of this classification is to direct operations and activities of the Public Works Department, including activities involving roads, bridges, drainage, right-of-way maintenance, traffic engineering, mosquito control, and other public works services.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals, and coordinates staff training.

  • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work; conducts staff meetings; confers with assigned staff, assists with complex/problem situations, and provides technical expertise.

  • Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; develops safety programs and strategies; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.

  • Consults with County Manager, County Commissioners, elected officials, and other officials to review department operations/activities, review/resolve problems, receive advice/direction, and provide recommendations.

  • Coordinates department projects and work activities with those of other departments, contractors, outside agencies, or others as needed; provides technical assistance to other departments; coordinates with utility providers on projects impacting their infrastructure.

  • Develops and administers operating and capital budgets for the department; makes budgetary recommendations to individual division managers and reviews division budget requests; develops and/or updates five-year Capital Plan, including timeline for purchase of vehicles and equipment; may present/defend budget at budget work sessions and budget hearings to County Board of Commissioners; monitors expenditures to ensure compliance with approved budgets.

  • Formulates department policies and procedures; reviews, amends, and updates department policies, procedures, rules, regulations, and standards; develops or reviews policies relating to emergency operations/management during hurricanes or disasters.

  • Develops long and short-term goals/objectives and strategic plans for the provision of roadway, bridges, drainage, traffic control, mosquito control, and other public works services; establishes plans of action to promote achievement of organizational goals and objectives; allocates resources as appropriate to accomplish goals.

  • Monitors and assesses the performance of department programs.

  • Directs, oversees, and monitors departmental projects; reviews work requests and identifies priorities; develops project timelines and schedules; inspects worksites for safety/compliance; inspects projects for completion and compliance; submits project status reports to County Manager.

  • Develops plans to resolve county traffic problems, including speed limits, signage, signal locations, and other related issues.

  • Reviews project plans and engineering drawings associated with projects; recommends appropriate actions. Develops strategies and plans for the maintenance of engineering equipment and replacement of equipment.

  • Supervises the provision of administrative and operations support for division managers and supervisors. Develops and refines contingency plans for hurricanes or other disasters.

  • Performs administrative functions associated with department operations; receives work orders called in by county officials; processes/approves invoices and time sheets; prepares invoices to charge work/material to other agencies.

  • Prepares or completes various forms, reports, correspondence, budget documents, purchase orders, invoices, project status reports, work requests, policies, procedures, performance evaluations, presentations, or other documents.

  • Receives various forms, reports, correspondence, revenue/expenditure reports, purchase orders, invoices, time sheets, position control reports, work orders, work request status reports, drainage requests, contracts, bids, engineering drawings, maps, policies, procedures, emergency plans, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

  • Operates a computer to enter, retrieve, review, or modify data; utilizes word processing, spreadsheet, database, presentation, fleet maintenance, Internet, email, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner.

  • Monitors inventory of department equipment, tools, parts, and supplies; projects equipment needs for the department; ensures availability of adequate supplies/materials needed to conduct projects; initiates orders for new/replacement materials; obtains equipment specifications and price quotes; oversees maintenance/repair of department vehicles/equipment.

  • Responds to complaints and questions related to department operations/activities; provides information, researches problems, and initiates problem resolution.

  • Communicates with county officials, other departments, employees, state/federal agencies, contractors, utility companies, vendors, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

  • Attends meetings, serves on committees, and makes presentations as needed.

  • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.

 MINIMUM QUALIFICATIONS:

Bachelor’s degree in Engineering, Engineering Management, Construction Management, Public Administration, or closely related field; Master’s degree preferred, supplemented by seven (7) years of previous experience and/or training. Three (3) years of supervisory, management or leadership experience.
