The City of Lilburn is seeking qualified candidates for the position of City Clerk. The City Clerk is responsible for performing a wide variety of complex duties in support of the Mayor, Council and City Manager to include serving as the official Custodian of the City Seal, records, and documents; maintains official records to include the City Charter, City Codes and Ordinances, and other public documents; tracks legislative sessions by working closely with GMA, administers Docuware, records and prepares minutes of all official actions of the Mayor and Council; acting as Superintendent of City Elections. The City Clerk reports directly to the Assistant City Manager or Operations.
Duties include, but are not limited to:
Responsible for maintaining property ordinance for city facilities, vehicles, and equipment.
Responsible for maintaining all contracts for the city and DDA.
Responsible for preparation and submission of all annual reports required by the state and federal government.
Responsible for tracking all Georgia Legislation and coordinating the impact of proposed bills to the City of Lilburn.
Prepares correspondence from Mayor and Council members to State Representatives and Senators.
Provides information to citizens, civic groups, the media, and other agencies as requested.
Orders all office supplies/equipment for City departments.
PHYSICAL DEMANDS:
- Position requires walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing and repetitive motions.
- Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls require exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in Public Administration, Business Management, or related field; two years of progressively responsible administrative experience, preferably for a municipality; or an equivalent combination of education, training and experience that would provide the required knowledge and skills.
LICENSES AND CERTIFICATIONS:
- Valid State of Georgia Driver’s License.
- State of Georgia Municipal Clerk Certification preferred or ability to obtain within two (2) years.
- Notary Public Certificate of Appointment
- Certification as Election Superintendent within 6 months of hire.
- Knowledge of modern office practices, methods, equipment, and standard clerical procedures.
- Knowledge of or ability to understand and interpret municipal laws, policies, codes, and regulations.
- Knowledge of modern records management techniques; knowledge of and skill in adhering to the legal requirements related to keeping and preserving council minutes and all official city records.
- Knowledge of the principles and practices of public administration; knowledge of state and federal laws governing municipal operations.
- Knowledge of Election Code and State Ethics Commission Rules.
- Knowledge of the Georgia Open Records Act.
- Knowledge of the Georgia Records Retention Schedules.
- Knowledge of the City’s organizational structure, departmental functions, and inter-relationships.
- Skill in the operation of modern office equipment.
- Skill in preparing and administering budgets.
- Ability to communicate clearly and effectively, orally and in writing.
- Ability to read, analyze, and interpret complex documents.
- Ability to prepare clear and concise reports and maintain minutes and important records.
- Ability to maintain confidentiality and exercise considerable skill in information handling, privacy of records and judgment.
- Ability to respond effectively to the most sensitive inquiries or complaints.
- Ability to establish and maintain effective working relationships with City officials, employees, and the public.
The expected starting salary range for this position is $52,285.41 - $66,606.80 based on the qualifications of the selected candidate. The City offers a comprehensive benefits package, including health, dental, and vision coverage. Additionally, life insurance and long-term disability benefits are paid by the City. The City participates in the Georgia Municipal Association (GMA) Employee Retirement Defined Contribution 401(a) program and a Deferred Compensation 457 (b) plan.
