Summary

SUMMARY:

The Director of Public Works is responsible for directing, managing, and planning the operations of the Division of Public Works, including Streets, Fleet Maintenance, Solid Waste, and Stormwater.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties are representative of the work required for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Directs the daily operations of the Public Works Department.
  • Maintains oversight over all facets of Public Works, including streets and stormwater.
  • Plans and oversees repair and maintenance of the city’s water and sewer systems.
  • Manages ongoing infrastructure projects, monitors workflow, reviews and evaluates work products, methods, and procedures.
  • Administers all SPLOST Funds directly tied to the Public Works Department.
  • Assures safety of all employees and completion of jobs in a timely manner.
  • Prepares department budget for Mayor and Council approval
  • Works closely with City Administrator to outline operational goals and policies.
  • Oversees the preparation of estimates and cost statements, and technical reports.
  • Hires new employees for the department; rewards and disciplines employees as needed.
  • Responds to and resolves citizen inquiries and complaints pertaining to city infrastructure.

KNOWLEDGE, SKILLS, AND ABILITIES:

The Director of Public Works must be knowledgeable of the following principles, procedures, and concepts:

  • Knowledge of water/sewer systems construction, repair, and maintenance methods and practices.
  • Knowledge of the techniques, equipment, and supplies used in street, stormwater, and drainage system construction, repair, and maintenance.
  • Knowledge of safety precautions and hazards relevant to public works.
  • Knowledge of departmental and safety policies and procedures
  • Knowledge of the operation and preventive maintenance of a variety of equipment.
  • Knowledge or ability to learn the geography of the city, including road and street names and locations
  • Knowledge of purchasing and budgeting, including the ability to develop and administer departmental budgeting.
  • Knowledge of relevant state and federal regulations and the city code of ordinances.
  • Ability to plan, assign, and oversee the work of employees, both administrative and labor-intensive.
  • Ability to maintain accurate records and reports.
  • Ability to identify and prioritize city infrastructure needs.
  • Ability to understand and follow simple written and oral instructions.
  • Ability to maintain effective working relationships with fellow employees and with members of the general public.

MINIMUM EDUCATION, TRAINING AND/OR EXPERIENCE TO PERFORM ESSENTIAL JOB FUNCTIONS:

The Director of Public Works should possess, at a minimum, a Bachelor’s degree from an accredited college or university in Public Management, Civil Engineering, Construction Management, or a closely related field; a minimum of five years of experience, supervisory experience preferred; or any equivalent combination of education and experience, which provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position.

NECESSARY SPECIAL REQUIREMENTS:

Possession of a valid Georgia Motor Vehicle Operator’s License.

SUPERVISORY CONTROL AND RESPONSIBILITIES:

The Director of Public Works has direct supervision over the staff within the Public Works Department.

TRAVEL:

The Director of Public Works will be required to travel frequently to worksites in the City of Byron.

LANGUAGE SKILLS:

Ability to read and understand written materials. Ability to effectively communicate information to supervisors, co-workers, and the general public.

MATHEMATICAL SKILLS:

Ability to work with basic mathematical concepts, such as addition, subtraction, multiplication, and division.

COMMUNICATION SKILLS:

Must be able to effectively communicate orally and in writing in a professional manner in order to give or exchange information, resolve problems, and/or provide service.

REASONING ABILITY:

Ability to interpret and understand a variety of forms, reports, manuals, regulations, and other means of instruction and guidance.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires light demands with intermittent sitting, standing, walking, bending, crouching, or stooping, with the occasional lifting of heavy objects up to 35 pounds.
