JOB SUMMARY
An employee in this classification is responsible for coordinating activities involving the analysis and administration of assigned risk management and human resources programs.
MAJOR DUTIES
1. Monitors programs to ensure that desired results are achieved.
2. Working with insurers, brokers, and city staff, coordinates effective City-wide risk management initiatives to protect the City's assets and prevent or minimize losses due to employee injuries, accidents, or liability exposures.
3. Provides data-driven recommendations to the HR and Risk Management Director, as well as City leadership. Analyzes losses to determine the cause and recommends corrective action to avoid recurrence.
4. Performs liaison functions with insurance companies, insurance consultants, insurance agents, claims administrators, state and federal agencies dealing with insurance and safety.
5. Monitors all claims activity, and processes property and casualty, general, and automobile liability, etc. claims.
6. Ensures compliance with Federal, State, and City record-keeping requirements.
7. Establishes and maintains working relationships with departmental leadership regarding programs or methods to assist them in employee protection programs.
8. Coordinates city-wide comprehensive Safety Programs and risk management initiatives and related budgets.
9. Supports and assists the HR and Risk Management Director with Risk Management duties.
10. Collaborates with the City Attorney's Office on legal representation and direction of claims-related matters.
11. Identifies and suggests process improvements and coordinates the implementation of process changes.
12. Retains documents in electronic and physical file systems.
13. Maintains confidentiality of departmental issues and documentation.
14. Performs related work as required.
KNOWLEDGE REQUIRED BY THE POSITION
1. Knowledge of property/casualty and workers’ compensation programs.
2. Knowledge of the principles and practices of employee training and the varied occupations constituting municipal employment.
3. Knowledge of state and federal occupational safety laws and regulations, and the ability to interpret them.
4. Knowledge of risk analysis, forecasting, and claims monitoring.
5. Skill in the preparation of complex reports.
6. Skill in oral and written communication.
7. Skill in the development and implementation of short- and long-range plans.
8. Skill in establishing priorities and goals.
9. Skill in reviewing, updating, and implementing process changes.
SUPERVISORY CONTROLS
The Director of Human Resources and Risk Management assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.
GUIDELINES
Guidelines include federal and state employment laws, city ordinances, risk management policies and procedures, and city and department policies and procedures. These guidelines necessitate judgment, selection, and interpretation in their application.
COMPLEXITY/SCOPE OF WORK
• The work consists of varied specialized duties. The volume and variety of work contribute to the complexity of the position.
• The purpose of this position is to manage the city’s risk management functions. Success in this position contributes to the efficiency and effectiveness of all city operations.

• The work is typically performed while sitting at a desk or table. The employee occasionally lifts light objects.
• The work is typically performed in an office.

MINIMUM QUALIFICATIONS
• A baccalaureate degree in a course of study related to the occupational field is required.
• More than two years of related risk management experience required.
• or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
