SUPERVISORY CONTROLS: Work is performed under the direct supervision of the Finance Director.

 

GENERAL STATEMENT OF JOB

This classification supervises the daily operations of accounting duties, to include but not limited to accounts payable, accounts receivable and general ledger.

 

SPECIFIC DUTIES AND RESPONSIBILITIES

Essential Functions:

·         Develops and implements goals, objectives, policies, and priorities for all aspects of the Accounting Department including general ledger, utility billing, accounts payable, accounts receivable, tax management, account reconciliations, financial reporting, and revenue collection; assists the Finance Director with writing policies for the City of Hapeville; identifies resource needs; recommends and implements policies and procedures

·         Assists with general ledger month end and year end closings; reconciles bank statements (20); reconciles other modules to the general ledger; maintains accounting records and related accounts; prepares manual journal entries; posts journal entries after review and approval; analyzes general ledger activity for posting accuracy and make corrections as needed; archive manual journal entries prior to posting; reviews moderate to complex data and prepare monthly journal entries

  • Updates annual budgets for the City of Hapeville; gathers information from Department heads, analyzes and consolidates information
  • Reviews and makes appropriate corrections to transactions in the General Ledger; maintains journal entry files and reviews systems-generated journal entries for completeness; determines the cause of discrepancies and implements systems corrections as necessary
  • Identifies and corrects problems related to the various record-keeping systems utilized by the City of Hapeville in the daily accounting operations

·         Communicates with supervisor, employees, federal and state government agencies, vendors, insurers and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.

·         Prepares, types, proofreads, and/or completes various forms, reports, correspondence, lists, directories, logs, notices, ordinances, resolutions, records, charts, graphs, spreadsheets, or other documents

·         Receives various forms, reports, correspondence, logs, newsletters, policies, procedures, manuals, handbooks, directories, reference materials, or other documentation; reviews, completes, proofreads, processes, forwards or retains as appropriate 

·         Serves as backup to accounts payable; maintains city’s website for finance department; assists with annual audit

·         Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends seminars, workshops, and training sessions as appropriate

·         Operates a personal computer, and general office or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software

·         Performs other duties as assigned

 

 

 

MINIMUM EDUCATION AND TRAINING

·         Bachelor’s degree in accounting or a related field required.

·         Five (5) years of experience performing government accounting; or

·         Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

 

MINIMUM QUALIFICATIONS AND STANDARDS REQUIRED

Physical Requirements

This position classifies the physical exertion requirements for physical ability: tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals.  Some tasks require the ability to communicate orally. Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
