ACCOUNTANT (GENERAL)


Summary

POSITION SUMMARY:

The Accountant will be responsible for managing the accounts payable process, ensuring timely and accurate processing of invoices, managing vendor relationships, and maintaining accurate financial records.  The Accountant will also be responsible for preparing financial reports, creating budgets, and ensuring compliance with accounting principles and governmental regulations.  This position reports to the Finance Director or its’ designee.

 MAJOR DUTIES AND RESPONSIBILITIES:   include the following:

 Perform monthly bank reconciliations and research discrepancies for all general ledger accounts.

  • Audit financial transactions and document accounting control procedures
  • Prepare special financial reports by collecting, analyzing, and summarizing account information.
  • Prepares supporting schedules, gathers information, and provides documents for external auditors.
  • Conduct internal audits of inventory and fixed assets as assigned by the Finance Director
  • Annually records entries related to depreciation, and prepares appropriate schedules as required for the external audit.
  • Post various expenses to the general ledger such as, but not limited to health insurance expenses, postage inventory, fuel and parts inventory, fixed assets, and other similar expense activities.
  • Assist in the processing of vendor invoices, ensuring accuracy and compliance with the City’s Charter.
  • Assists in the month-end and year-end closing process by ensuring all payables are recorded and accounted for in preparation of the annual audit.
  • Verify invoice details, including amounts, terms and matching with purchase orders. Prepare and process payment runs, including checks and electronic payments.
  • Ensures compliance with internal controls and financial policies while identifying opportunities for process improvements. Collaborate with cross-functional teams to support financial audits and provide necessary documentation.
  • Performs other related duties as assigned.

DESIRABLE QUALIFICATIONS

 Education and Experience

Requires a bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field with two (2) years of work experience, preferably in local government.

 Certificates, Licenses and Registrations

None required.

 Knowledge, Skills, and Abilities

 Considerable knowledge of procedures and requirements for budget preparation, review and analysis procedures, financial system operation, and local government accounting. 

·         Familiarity with relevant federal, state, and local laws, policies and procedures. Previous local government experience is a plus.

·        Strong knowledge of accounts payable processes and monthly reconciliation of accounts payable ledgers to ensure accurate reporting and compliance.

·         Proficiency in principles of accepted accounting practices, planning, organizing, and establishing priorities, and interpersonal relations.

·         Excellent attention to detail and accuracy.

·         Proficiency in concepts of organizational management, operation of personal computers, both in general and specific to specialized software (i.e., spreadsheets), report preparation and mathematical calculations.

·         Effective communication skills, both oral and written.

·         Demonstrated ability to work independently.

 OTHER REQUIREMENTS

May occasionally be required to work beyond the normal workday to complete projects, attend meetings, or participate in city events to include nights and weekends.
