 Airport Manager 

JOB SUMMARY

Reporting to the Director of External Services, the position, Airport Manager, is responsible for: performing a variety of administrative, technical and managerial functions for the Pickens County Government that are related to the day-to-day operations of the Pickens County Airport (JZP).

The position has a complexity level consistent with work associated with airport management functions.

The position may involve above-average mental pressures due to operational demands.

PRIMARY DUTIES AT THE PICKENS COUNTY AIRPORT

  • Manages the leasing of hangars and ground leases.
  • Maintains working relationships with tenants and pilots, including facilitating the resolution of issues when circumstances require.
  • Oversees daily maintenance activities.
  • Manages fueling operations, including setting avgas prices, monitoring inventory, and ensuring compliance with safety regulations.
  • Ensures proper handling, storage, and quality control of avgas, including routine testing for contamination, record-keeping, and adherence to fuel safety standards.
  • Conducts project management, including, but not limited to coordinating contractors, managing the bidding process and tracking expenditures.
  • Ensures compliance with federal, state, and local regulations governing airport use, outside the jurisdiction of the Federal Aviation Administration (FAA).
  • Participates in emergency response plans specific to small airport operations, including fuel spills, aircraft incidents, or severe weather events.
  • Assist in working with local organizations, schools, and aviation groups to promote the airport, increase community involvement, and support aviation education.
  • Assists in planning and managing small-scale aviation events, fly-ins, or community activities to promote airport visibility and engagement.
  • Assists with administering risk management tasks related to airport operations.

KNOWLEDGE REQUIRED BY THE POSITION

  • Knowledge of federal, state, and local rules and regulations related to airport operations, safety, and management, including but not limited to the following areas: airport traffic control; aircraft rescue; firefighting; aviation fueling operations; airport security; and aircraft operations.
  • Understanding of airport systems, including pavements, electrical systems, fueling systems, lighting, stormwater drainage, and communications equipment.
  • Knowledge of best practices in airport management.
  • Knowledge of airport maintenance requirements, including necessary supplies, materials, and equipment.
  • Strong research, writing, and presentation skills for preparing reports.
  • Proficiency in computers and related software applications.
  • Strong analytical skills to assess operating conditions, identify problems, and recommend effective solutions.
  • Effective oral and written communication skills.
  • Ability to maintain regular and predictable attendance.
  • Strong interpersonal skills for interacting with county officials, boards, commissions, committees, supervisors, subordinates, other government employees and the general public.

SUPERVISORY CONTROLS

The position reports to the Director of External Services who oversees the position’s activities, reviews the position’s work product, makes work assignments to the position and provides guidance when necessary.

 

 

WORK CONDITIONS

§  While performing primary duties, the position is regularly required to:

ú   Use hands and fingers to handle or feel objects.

ú   Reach with hands and arms.

ú   Lift and move objects up to 50 pounds.

ú   Ascend and descend ladders and stairs.

ú   Stand and crouch for extended periods.

·         While performing primary duties, the position is regularly exposed to:

ú  Moving equipment.

ú  Indoor environments.

ú  Outdoor environments.

ú  Potentially unpleasant conditions such as fumes, airborne particles, toxic or caustic chemicals, loud noises and varying weather conditions.

CONTACTS                                             

Contacts are typically with supervisors, co-workers, subordinates, tenants, pilots, third-part service providers, airport advisory board members and the general public.

MINIMUM QUALIFICATIONS

·         Must possess a high school diploma or equivalent. Any combination of training and experience that provides the required knowledge, skills, and abilities will be considered in lieu thereof.

·         Must possess a valid Georgia Driver’s License.

·         Must have sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with having had a similar position for one to two years.
