Summary

Job Title: Code Enforcement Officer

 

Department: Community Development

Reports to: Assistant Town Manager

Status: Full Time, non-exempt (40 hrs/week; overtime as assigned)

 

Job Summary: Serving under the general supervision of the Assistant Town Manager, within the Community Development Department, the Code Enforcement Officer will effectively manage and execute the Town’s code enforcement program covering ordinance compliance on zoning, land use, licensing, health & safety, property maintenance, vandalism, nuisances, and other matters of public concern. The Code Enforcement Officer will also conduct policy and ordinance research in conjunction with official training and certifications to pursue best practices in code enforcement for the Town of Tyrone.

 

 

MAJOR DUTIES

 

·         Performs active and regular ride-outs and responds to community complaints to determine compliance of properties with Town codes.

·         Issues warnings, notices of violation and civil citations; coordinates voluntary compliance schedules and re-inspections. Coordinates involuntary compliance procedures if necessary.

·         Mediates resolutions in a timely and tactful manner with the general public.

·         Performs research of property owner information, interview complainant and witnesses; conduct investigations, and provide recommendations for resolution.

·         Prepares evidence information and sworn affidavits as necessary by the Town of Tyrone Solicitor or Judge for testimony in Municipal Court hearings needed for successful prosecution.  

·         Collaborates with various departments including, but not limited to: Police, Fire, Building/Inspections, Public Works, Administration, etc. . . on joint enforcement actions or information gathering as needed.

·         Maintains electronic case files and activity reports in the Town’s code-case software, Community Core.

·         Educates the public via community meetings, materials, community events, and in-person interactions on ordinance requirements and compliance processes.

·         Assists Municipal Court in management of golf cart permitting and compliance.

·         Review applications for and check compliance of signage within the Town.

·         Review applications for and check compliance of fencing/walls within the Town.

·         Perform regular inspections for stormwater & erosion and site development compliance in conjunction with the Town’s Environmental Specialist.

·         Perform regular inspections of construction sites/projects in town for active permit status.

·         Manage the Town of Tyrone’s abandoned/vacant property registry and associated activities.

·         Manage the Town of Tyrone’s tourist accommodation application process and compliance with Town ordinances.

·         Assist in the research and development of Town Codes and best practices in enforcement and ordinance language.

·         Assists Town Clerk with occupational tax compliance and citizen inquiries.

·         Assists Municipal Court Clerk as needed on court days.

·         Performs health & safety checks as assigned and for scheduled Town events.

·         Attends training and certification seminars, conferences, and classes.

·         Performs other related duties as assigned.

 

 

 

 

KNOWLEDGE/SKILL REQUIREMENTS

 

·         Knowledge of or ability to learn departmental policies and procedures

·         Knowledge of or ability to learn zoning ordinances, codes and regulations, knowledge of development regulations and knowledge of land use and zoning matters.

·         Knowledge of or ability to learn permitting, rezoning, code enforcement, and land use processes and interpret these ordinances/processes for daily enforcement and explanation to the public.

·         Skill in public relations and interpersonal conflict-resolution.

·         Skill in prioritizing and organizing work

·         Effective written and oral communication skills.

·         Knowledge of Microsoft Windows and the operation of a PC.

·         Ability to utilize Microsoft Word, Outlook, Excel, and Adobe Acrobat DC Pro.

·         Ability to learn project management systems (Town Permitting system, Community Core)

·         Ability to learn cursory knowledge of Geographic Information Systems (GIS)

·         Ability to learn Duplo (Town Website)

·         Ability to learn Town streets and geography.

·         Ability to establish and maintain effective working relationships with departmental personnel, other Town personnel, developers, builders, and the general public.

 

EDUCATIONAL REQUIREMENTS & PREFERRED SKILLS

 

·         High School Diploma or GED required.

·         Valid State of Georgia Driver’s license and satisfactory Motor Vehicle Record required.

·         2 or more years of experience involving public contact and customer service preferred.

·         Undergraduate Degree in Public Policy, Government Affairs, Construction, Communications, Marketing, or other related fields preferred.

·         Georgia Association of Code Enforcement (GACE) Certification I, II, or III preferred.

         GACE Level I certificate must be earned within 18 months of hire.

·         Georgia Soil and Water Conservation Commission (GSWCC) Soil and Erosion Certification IB must be earned within 12 months of hire.

·         Any combination of experience and education.

 

PHYSICAL DEMANDS & WORK ENVIRONMENT

 

·         Physical Demands – Both field and office work will be performed. Frequent driving, standing, walking, and climbing uneven terrain will be required; occasional lifting up to 50 lbs. Exposure to elements including, dust, noise, potential high and low temperatures, and insects; appropriate PPE will be provided (safety vest, equipment, bug spray, UV protection, eye protection, masks, etc. . .)

·         Work Environment Work is performed both indoors and outdoors.

·         Complexity - The work consists of a variety of administrative, clerical, and field-related duties.

·         Supervisory Controls The work of this position is performed under the general supervision of the Assistant Town Manager within the Community Development Department with additional direction from the Town Manager as seen fit.
