Description: The Dougherty County Human Resources Department is hiring for a HR Director. The purpose of this position is to direct the activities of a centralized Human Resources Department through the advisement and implementation of associated best practices. This position is considered Senior Management and, as such, requires a visionary leader in human resource management who actively participates in associated professional organizations. Responsibility involves planning, organizing, directing, and implementing department programs including: compensation and benefits; employment; employee/labor relations and negotiations; training, professional development, and diversity; and retirement administration.
This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Essential Tasks:
· Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
· Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
· Develops, interprets, and implements County-wide personnel policies and procedures to ensure effective practices which are consistent with Local, State, and Federal guidelines and best practices.
· Maintains the County’s Personnel Policy Manual; ensures that all policies meet relevant federal and state law requirements; issues manuals to new hires and receives signed receipts; assures that changes are approved by the County Administrator; and ensures all employees receive copies of changes.
· Directs the development, implementation, maintenance and administration of human resource management systems.
· Supervises staff that assists the County Administrator in managing the County’s Risk Management program.
· Maintains the job classifications and pay scales, surveys other entities for job duties and pay ranges.
· Develops, establishes and monitors the departmental annual budget and modifies as necessary.
· Manages employee/labor relations.
· Manages the required training program for the County, such as sexual harassment, diversity, and workplace violence; develops training for non-public safety personnel; and delivers training for supervisors as needed.
· Maintains the official personnel records for County employees; processes terminated employee paperwork; ensures that personnel records are kept according to the Record Retention Laws; and ensures that employee medical records are kept in separate files, meeting federal HIPPA standards.
· Administers and maintains all relevant guidelines, such as, the wage and salary system, employee recordkeeping, classification system, recruitment, employee discipline, and benefits system.
· Investigates a variety of problems, complaints, and proposals as requested. Counsels aggrieved employees and applicants alleging discrimination or unfair practices.
· Maintains a healthy and productive workforce though the administration of employee health and safety and wellness programs.
· Manages the County’s Pension and Health Plans (Medical, Dental, Vision, HRA, FSA, STD, LTD, Life).
· Manages Retirement Administration, develops competitive and cost-effective retirement and post- retirement-medical plans in keeping with County Council policy directions.
· Performs related work as assigned.
· Federal and State Regulations, OSHA and local requirements.

Minimum Education And Experience
· Bachelor's degree in Human Resources Management, Public Administration, Business Administration, Labor Relations or other closely related field.
· Eight (8) years of experience in human resource management at a director or manager level in at least three (3) of the major HR functional areas or an equivalent combination of education, training and experience.

· Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
