Capital Projects Manager


Summary

JOB SUMMARY:

 

The purpose of this classification is to plan, organize, coordinate and monitor capital improvement design/construction projects and activities managed by the County.  Applies project management skills and principles in the management of projects, contracts, teams and services of multi-faceted capital project construction, maintenance, or extensive rehabilitation projects for the County.

  

MAJOR JOB RESPONSIBILITIES:

·         Manages the activities of capital improvement programs including project definition and scope, utility coordination, cost estimates, acquisition of land and easements, bid preparation, contractor selection and contract administration; acts as County liaison for capital projects working with contractors, advisory bodies, citizens, professional consultants and County staff to complete projects

·         Works closely with assigned staff to ensure the effectiveness and alignment to established goals and objectives. 

·         Recommends and assists in the implementation of CIP and SPLOST program goals and objectives; prepares and/or coordinates state and federal reporting as required; prepares and maintains statistics and records on project status. 

·         Provides expert oversight, information, and consultation in field of specialty to consultants, contractors, engineers, other County officials, and the public regarding applicable procedures, regulations, and standards

·         Reviews and recommends professional service proposals; assures necessary permits, right of way and easement agreements have been secured.  Monitors and updates project schedules and established timelines; reviews project progress reports submitted by contractors; schedules inspections to ensure compliance with all regulatory requirements; evaluates and monitors progress against performance and quality measurements

·         Ensures capital programs and projects are in compliance with Federal, State, Local laws, regulations, codes, and/or standards. 

·         Manages projects during design and/or construction phases; reviews plans, conducts and/or attends regular project progress meetings; works with consultants, contractors, and work crews to resolve problems and initiates the appropriate solutions; assists with field decisions and recommends change orders as appropriate; prepares, reviews change orders for changes to contracted scope of work; monitors adherence to project schedules; inspects quality of construction work and materials; coordinates final inspections with contractors and engineers; and facilitates project acceptance with other County departments or government agencies

·         Reviews engineering design submittals performing quality assurance/quality control of designs.  Assesses construction work ensuring the project is constructed in accordance with the approved detailed plans and specifications. Coordinates with other departments such as Finance and Procurement to facilitate timely updates and overall program delivery. Prepares or completes various forms, reports, correspondence, permits, utility status sheets, or other documents.

·         Receives various forms, reports, correspondence, utility permit applications, utility status sheets, utility drawings, maps, construction plans, as-built drawings, blueprints, codes, laws, regulations, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate

·         Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, laws/regulations; conducts research to maintain an awareness of new trends, methods, equipment, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate

·         Regular and predictable attendance is required. 

·         Performs other related duties as required. 

 

MINIMUM QUALIFICATIONS REQUIRED:

Bachelor’s degree from an accredited college or university in Civil Engineering, Engineering Technology, Construction Management, Architecture, Project Management or related field; supplemented by eight 8 years’ experience in municipal capital improvement projects to include: civil engineer design of highways, intersections, bridges, vertical construction management, etc.; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

 

Must possess and maintain a valid Georgia driver’s license.  Professional Engineering (PE) certification, Architect Registration Examination (ARE), Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) preferred.  Familiarity with Georgia Utilities Permitting System (GUPS) and working knowledge of the Utility Accommodation Policy and Standards preferred.

Familiarity with environmental regulations and compliance requirements.

Ability to work collaboratively with various stakeholders and adapt to changing priorities.

Knowledge of theories, principles, and practices of civil engineering as applied to major public works projects.

Ability to interpret intent and meaning of contract provisions plans, and specifications involved in public works projects.

Ability to organize, interpret, and analyze technical engineering reports.

Ability to plan, organize, and administer an engineering program, including supervising and evaluating a professional and technical staff.

Knowledge of municipal budgeting procedures and multi-funded financing operations.

Skill in negotiating and administering contracts.

Ability to read, understand, and interpret land use plans, wastewater reports, engineering/construction plans and municipal ordinances.

Ability to select, develop, organize, motivate and effectively utilize staff.

Ability to plan, direct and manage a number of diverse but related activities.

Ability to establish and maintain effective working relationships with Federal, State, City and County officials, contractors, developers, employees, and the public.

Ability to communicate clearly and effectively, both orally and in writing.

Physical Ability: Essential functions of this position continuously require the ability to remain in a stationary position (sitting or standing); operate a computer and other office machinery, such as a calculator, copier, and printer. Incumbents must continuously be able to think analytically; handle stress and emotion, concentrate on tasks, remember names and other details; examine and observe details; make decisions, and adjust to change. Incumbents must also continuously direct others; meet deadlines; stay organized; use math/calculations and use a keyboard/type.

Essential Functions frequently require the ability to move about inside the office; and move/transport items up to 10lbs.

Essential functions occasionally require the ability to bend body downward and forward by bending spine and legs, and twisting at the waist, hips or knees; reach overhead; push or pull; and repetitively use hands/arms/legs. Incumbents in this position are occasionally required to be on-call and work irregular hours.

Sensory Requirements:  Essential functions regularly require the ability to use effective verbal and written communication; and use of hand/eye coordination and fine manipulation to use equipment.

Environmental Factors: Essential functions of this position continuously require the ability to either work with others or work alone.
