Job Summary:
This position is responsible for managing, coordinating, and directing the overall operations of the E-911 Central Communications’ 24-hour emergency dispatch center and in the management of the County’s emergency management operations.
Major Duties:
· Supervises, directs, and evaluates assigned staff, processes employee concerns, and problems.
· Schedules and directs work, counseling, and discipline of employees.
· Conducts employee performance appraisals.
· Recruits and hires staff; ensures orientation and training for staff.
· Oversee the development and approve training manual and testing programs.
· Interviews applicants and approve background checks.
· Reviews and approves payroll.
· Plans, develops, and manages departmental policies, procedures, and practices.
· Creates new revisions and updates to standard operating procedures and dispatch procedures.
· Approves off-site training, travel expenses for training, and new employee’s mandatory POSTS packets.
· Research and reviews accreditation standards to prepare policies for compliance with requirements.
· Maintains statistical data associated with 911 and EMA.
· Ensures all communications equipment is functioning at all times, including CAD for daily use.
· Oversee open records request from the public.
· Diagnoses problems to refer to proper repair technician; coordinates maintenance contracts.
· Oversee County radio systems.
· Creates and oversees departmental budget; develops and implements a 5-year CIP plan.
· Prepares cost estimates and submits justifications for budget items, purchases supplies, and equipment.
· Monitors emergency and non-emergency phone calls taken by 911; monitors dispatched radio traffic.
· Recommends and follows through on investigatory and disciplinary action/review as necessary.
· Provides on-call, all-hazard emergency coordination support.
· Ensures yearly training for Georgia Emergency Management Agency (GEMA) and 911 is maintained for certifications.
· Provides official requests to GEMA for assistance during emergencies or disaster situations.
· Participate in outside committees relating to public safety; maintain professional knowledge and development by attending seminars and training programs.
· Updates GEMA/FEMA required reporting to include County work plan, Local Emergency Operating Plan (LEOP), Hazardous Mitigation Plan, Emergency Management Performance Grant (EMPG).
· Serve as public information officer with news media as needed.
· Maintain Storm Ready status.
· Manages the EOC during emergencies.
· Prepare documentation required for Presidential Declarations.
· Participate and report yearly exercises into the state.
· Apply for GEMA/FEMA related grants.
· Performs other related duties as required for the efficient operations of the department.
Minimum Qualifications:
· Possession of a Bachelor’s Degree in a course of study related to the occupational field.
· Three to five years of experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department.
· Possession of or ability to readily obtain GCIS/NCIC certification.
· Possession of or ability to obtain POST Communications Officer certification.
· Possession of or ability to obtain Certified Emergency Manager (CEM) certification.
· Or any equivalent combination of education, training, and/or experience which provides the requisite knowledge, skills, and abilities for the job.
