Position Summary:
The Revenue Specialist is responsible for helping with routine revenue collection, data entry, customer service, and administrative tasks related to municipal revenue streams. This position plays a support role in processing payments, maintaining accurate records, and responding to public inquiries. Reports to: Finance Director
Essential Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
• Processing customer payments for property taxes, occupation taxes, recreation, E911, and other City revenues.
• Performs administrative and clerical duties as needed to ensure that City’s receivable and revenue database information is accurate and up to date.
• Maintaining and updating financial databases, posting payments to accounts, and balancing cash drawers. Reconciling accounts and conducting analytical reviews to ensure financial accuracy.
• Interacting in person, via email, and on the phone with taxpayers, business owners, and the public to provide information, address inquiries, and resolve issues related to billing, fees, and taxes.
• Processes new and renewal applications for occupational taxes and alcohol beverage licensing and permitting.
• Assists in the preparation of reports related to revenue collection, open records requests and financial data analysis.
Additional Functions:
• Performs other related duties as required.
Education and/or Work Experience Requirements:
High School diploma or GED; and three (3) years of experience working in a collection office or similar financial environment. An equivalent combination of training and experience that provides the required knowledge, skills, and abilities may be considered.
Additional Requirements:
• Satisfactory motor vehicle record and the ability to attain a valid State of Georgia Driver’s License.
• Associates or Bachelor’s Degree from an accredited college or university in Accounting, Finance, or closely related field preferred.

Performs work that necessitates some specialized knowledge of clerical or trades-based tasks. Some of the typical responsibilities include gathering, formatting, or visually analyzing data.

Works in a responsive environment where co-workers or citizens bring problems to the employee for resolution. Is responsible for determining the problem and creating an individual solution for the issue.
Competencies/Knowledge, Skills, and Abilities:
• Knowledge of City codes and ordinances dealing with licensing fees, occupational tax and special assessments.
• Knowledge of general business practices and accounting principles
• Knowledge of the practices and methods of accounts receivable collections.
• Skill in clear and concise written and verbal communication and strong inter-personal relationship skills.
• Ability to exercise initiative and independent judgment to make decisions based on facts, information available, and applicable codes/ordinances.
• Ability to exercise initiative and independence in setting work priorities and completing assignments.
• Ability to understand and interpret complex applicable laws and explain them in clear language to taxpayers while exercising considerable care and diplomacy to prevent tense, uncomfortable situations involving collection of City revenue.
• Ability to read a variety of informational documentation, directions, instructions, and methods and procedures.
• Ability to write reports and essays with proper format, punctuation, spelling and grammar, using all parts of speech.
• Ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
• Ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and /or directions to co-workers or assistants.
• Ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
• Ability to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation.
• Ability to record and deliver information, to explain procedures, to follow verbal and written instructions.
• Ability to utilize mathematical formulas; add, subtract, multiply, and divide figures; determine percentages; determine time and weight.
• Ability to inspect items for proper length, width, and shape, visually with office equipment and recording devices.
• Ability to coordinate hands and eyes in using various pieces of automated office equipment.
• Ability to deal with people beyond giving and receiving instructions. The worker needs to relate to people in situations involving more than giving or receiving instructions.
