Summary

Code Enforcement Officer

            This position is responsible for the enforcement of codes and ordinances.

Job Summary

            This position is responsible for performing technical and administrative duties involving the enforcement of city code and ordinances; monitors and enforces a variety of regulations related to nuisances, health and safety, blight, and other matters of public concern, and serves as a resource and provides information on City regulations to property owners, residents, businesses, the general public, and other City departments and divisions.

Major Duties

·       Responds to complaints from the public and city departments regarding code violations.

·       Investigate complaint’s of violations of city and state nuisance laws, city ordinances or codes to verify or dismiss compliant.

·       Collects photographic evidence of inspection results

·       Performs follow-up inspections

·       Performs and maintains case files.

·       Attends training seminars and classes.

·       Issues violations and/or citations for occupation and business tax non-compliance and failure to renew.

·       Serves summons to property owners

·       Prepares cases for hearing and trial; testifies as required

·       Performs other related duties as assigned.

Knowledge, Skills and abilities required

·       Knowledge of code enforcement principles and practices

·       Knowledge of appeals policies and procedures.

·       Knowledge of relevant city codes and ordinances.

·       Knowledge of computers and job-related software programs

·       Skill in prioritizing and organizing work.

·       Skill in conducting site inspections.

·       Sill in maintaining files and records

·       Skill in oral and written communication.

Supervisory Controls

            The supervisor assigns work in terms of general instructions. The supervisor spot -checks completed work. For compliance with procedures, accuracy, and the nature and propriety of the results.

Guidelines

            Guidelines include city codes and ordinances. These guidelines are generally clear and specific but may require some interpretation in application

Complexity/Scope of work

·       The work consists of related code enforcement duties. Strictly regulations, combined with the unique nature of each case in question, contribute to the complexity of the work.

·       The purpose of this position is to enforce city codes. Successful performance ensures compliance with all relevant codes and ordinances.

Contacts

·       Contacts are typically with co-workers, members of the general public, and law enforcement personnel.

·       Contacts are typically to give or exchange information, resolve problems, and negotiate, defend, or settle matters.

Physical demands/Work environment

·       The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light or heavy objects and climbs ladders.

·       The work is typically performed in an office and at inspection sites. The employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, and occasional cold or inclement weather. Work requires the use of protective devices such as masks, goggles, or gloves when needed.

Supervisory and management responsibilities

            None

Minimum qualifications

·       Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

·       Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

·       Possessions of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated.
