Construction of Parks Creek Reservoir and Dam Project
The City of Jefferson (the “City”) is soliciting sealed bids for furnishing all materials, labor, tools, equipment, and appurtenances necessary for the construction of the Parks Creek Reservoir and Dam Project. Sealed bids will be received by the City at the City of Jefferson City Hall located at 147 Athens Street, Jefferson, GA 30549, until 2:00 p.m., local time, on Wednesday, September 10th, 2025, and then at said office publicly opened and the bid price read aloud. The work is generally described as follows:
The construction of an earthen embankment dam, spillway systems, raw water pumping facilities, and raw water pipelines. The proposed dam will be located on Parks Creek in unincorporated Jackson County, Georgia approximately 4-¾ miles northeast of Jefferson, Georgia. The proposed reservoir will be supplemented by pumping water from the North Oconee River. Approximately 8,300 linear feet of raw water main will be required from the intake and pump station located at the North Oconee River to the proposed reservoir. A raw water intake and pump station will also be located at the proposed reservoir to withdraw water. Approximately 1,800 linear feet of raw water main will be required from the reservoir intake within the reservoir to a future water treatment plant on the southwest side of the dam. The proposed dam will have a maximum height of approximately 97 feet above the existing stream channel and a crest length of approximately 1,170 feet. The construction of this embankment is expected to require on the order of 500,000 cubic yards of zoned earth fill. The earthen embankment dam will also include the construction of an internal drainage system consisting of a chimney drain, trench drain and blanket drain. The principal spillway will consist of a 91-foot-tall reinforced concrete riser, 4 feet by 7-½ feet in interior plan dimensions, with a 420-foot-long prestressed concrete cylinder pipe outlet, 30 inches in diameter. The principal spillway outlet will discharge into a reinforced concrete impact basin located at the downstream toe of the dam. The auxiliary spillway will consist of an earth-cut, vegetated channel, 400 feet in width. The work will also include control of surface and ground water, establishing permanent vegetation, and erosion protection measures.
Only those Contractors who have been pre-qualified as a Prime Contractor will be considered qualified to bid on the project. A list of Contractors that were determined to have met the pre-qualification requirements and, therefore, are approved to bid on the project as a Prime Contractor is provided below:
The City reserves the right in its discretion to reject any or all bids and to waive technicalities and irregularities. The City further reserves the right to reject in its discretion the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, to not be responsive. The City may also reject the Bid of any Bidder if the City believes that it would not be in the best interest of the project to make an award to that Bidder. The City also reserves the right to waive all informalities not involving price, time, or changes in the Work and to negotiate contract terms with the Successful Bidder.
In evaluating Bids, the City will consider whether or not the Bids comply with the prescribed requirements, and such alternatives, unit prices and other data, as may be requested in the Bid Form or prior to Notice of Award.
In evaluating Bidders, the City will consider the qualifications of Bidders and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of Work for which the identify of Subcontractors, Suppliers, and other individuals must be submitted as provided in the Contract Documents.
The City may conduct such investigations as deemed necessary to establish the responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed for those portions of the Work in accordance with the Contract Documents.
A MANDATORY PRE-BID CONFERENCE will be held beginning at 10:00 AM EST on August 13, 2025, at the City of Jefferson, Civic Center, 65 Kissam Street, Jefferson, GA 30549. After the meeting, a mandatory reconnaissance/visual examination of the proposed construction sites will be conducted for prospective bidders. The City reserves the right in its discretion to disqualify a potential bidder due to a failure by the bidder to arrive for the pre-bid conference by the scheduled time. Failure to attend the mandatory pre-bid conference and site visit will automatically result in disqualification from the bid process.

A pre-qualified Prime Contractor or potential Sub-Contractor can obtain a complete paper and electronic (PDF format) set of plans and bidding documents, as well as a complete copy of the design and geotechnical reports, from the Issuing Officers for a non-refundable $500.00 cost. For a non-refundable $200.00 cost, an electronic copy only of these documents can be provided in PDF format from the Issuing Officer. Selected CAD drawings in DWG format can also be obtained if the provided Electronic Release Form is completed and returned to the Issuing Officer. The electronic copy of these documents will be provided on a USB Flash Drive.

By purchasing the Contract Documents, purchaser agrees to having their company information released to the public as a “planholder.” Copies of the planholders list and bid results will be made available upon request, in accordance with the Georgia Open Records Act, O.C.G.A. § 50-18-70, et seq.
From the date that this Invitation to Bid (ITB) is issued until a bidder is selected and the selection is announced, there will be no communication for any reason, except during the pre-bid conference, between a bidder and any City employee other than the Issuing Officers listed regarding this ITB. The City reserves the right in its discretion to reject any bid for violation of this provision. No questions other than those submitted in writing will be accepted, and only written responses will be binding upon City.
All bids shall be delivered to the City at the Jefferson City Hall located at 147 Athens Street, Jefferson, GA 30549, by the time and date specified above. Bids shall be submitted in triplicate, sealed, and mailed or delivered to be received, no later than the above time and date.
Each bid must be accompanied with a BID BOND in an amount equal to 5% of the base bid, payable to the Owner and issued by a Corporate Surety authorized to do business in the State of Georgia. A letter of credit or bank guaranteed check, from a local bank, may be submitted in lieu of bond. Cash or personal checks will not be accepted.
Each Bid shall be submitted in a sealed envelope with the Contractor’s name on the outside of the envelope. The envelope shall clearly state “Sealed Bid for the Construction of the Parks Creek Reservoir and Dam Project.” All mailed or hand delivered Bids must be received by Priscilla Murphy, City Manager, prior to the Bid Opening Date and Time.
The successful Bidder for the Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid.
