Job Summary:

Under supervision and direction of the Chief Financial Officer, the Accountant I will be responsible for a variety of processing duties, performing financial, statistical, budgetary, and other analyses in support of the development and administration of City budgets, including the preparation and/or review and analysis of financial documents, operations, and organization. Assists in the preparation of general accounting practices and day-to-day business operations, and performs related duties as assigned. Also serves as support and relief for the Planning and Development Technician and Municipal Court Clerk.

 Essential Duties and Functions:

  • Follows and promotes policy and procedures of the City of Winder.
  • Handles confidential files and materials.
  • Assists in balancing of revenues received for daily deposit; data entry is posted to the general ledger.
  • Conducts assigned monthly reconciliation(s); assists with annual financial audit; assists with continuous system and process improvement
  • Assists with the preparation of financial reports.
  • Prepares reports and reviews monthly analyses of expenditures.
  • Creates invoices according to city practices; submits invoices to customers.
  • Maintains and updates customer files, including name or address changes, mergers, or mailing attentions.
  • Maintains statistical data to be used in reports and related information of the city.
  • Prepares and files the annual E-verify report.
  • Assist in reconciling revenue accounts each month.
  • Copies, files, and retrieves materials for accounts receivable as needed.
  • Performs other related duties as assigned.
  • Assists with budget preparations and the annual audit.
  • Assists with scanning financial documents.
  • Performs general clerical and administrative support to include the preparation of memos, letters and correspondence relating to a variety of finance, budget, and audit topics.
  • Performs other related duties as assigned. 

Knowledge, Skills, and Ability:

  • Must be reliable and extremely trustworthy.
  • Must be proficient in Microsoft Office Suite or related programs as well as other accounting software programs, including Incode and others, as intended.
  • Ability to maintain confidentiality.
  • Ability to prepare and review financial documents.
  • Ability to perform a full range of secretarial, general clerical, routine administrative, and programmatic work.
  • Ability to complete projects within designated timeframes.
  • Ability to prepare correspondence and memoranda.
  • Ability to establish and maintain effective working relationships with employees, public officials, professionals, and the general public.
  • Ability to work independently as well as part of a team.
  • Ability to proof documents for accuracy and completeness.
  • Ability to promote a positive work environment
  • Ability to maintain high ethical standards, both on and off duty.
  • Ability to sit for an extended period while working in an office environment.
  • Ability to work a flexible schedule, emergency call back, nights, holidays, and weekends to accommodate City needs.

  • Ability to pass drug testing as noted in policy.
  • Skill in understanding and following oral and/or written instructions.
  • Skill in developing and maintaining effective interpersonal relationships and resolving conflicts with tact and diplomacy. 

Licenses and Certifications Required:

  • Possession of or ability to obtain within six (6) months of appointment, membership in GGFOA.
  • State of Georgia Driver License. 

Qualifications:

  • High school diploma required; Business or Accounting degree preferred.
  • A citizen of the United States or has obtained legal work status.
  • Work evenings, weekends and/or holidays as required.
  • Must be able to pass a background including a credit check.
