Job Title: Civil Engineering Manager

Salary: $75,442 - $89,690 Annually DOQ
Responsibilities:
- Supervises, inspects, and evaluates work performed by contractors on in-progress City, utility, and private construction projects; ensures that work meets goal, plans and specifications and complies with local, state and federal requirements; communicates with contractors regarding construction problems; makes amendments to construction plans and specifications when necessary; issues direction and warnings as needed.
- Oversees stormwater infrastructure utility using proactive, forward thinking approaches inclusive of green infrastructure, low impact development, and integrated stormwater management strategies and maintenance.
- Develop stormwater infrastructure projects in collaboration with engineering team.
- Reviews site plans and construction plans and meets with developers, architects, and engineers to resolve problems concerning compliance with environmental ordinances, assesses the need for soil erosion permits, storm water detention/water quality and general construction issues. Submits plans for review by State and Federal agencies for stream buffer encroachments, soil erosion and sedimentation control permits and other permits to be approved by the state and federal authorities.
- Processes Rights-of-Way construction permit applications submitted by property owners, developers, contractors, utility companies and DeKalb County Department of Watershed Management, including provisions for work zone safety, and monitors construction work.
- Oversees and implements the EPD Phase I Large Municipal Separate Storm Sewer System Program for the City. Facilitate the City’s compliance; Develop and implement procedures and programs to achieve compliance.
- Assists in the administration of City ordinances relating to post-development storm water management, soil erosion and sedimentation control and floodplain management/flood damage prevention.
- Receives and responds to problems, complaints, and issues from citizens regarding streets, sidewalks, inlets, catch basins, storm drainage and utility infrastructure, etc.; inspects problem areas personally.
- Performs project management duties such as selection of design consultants, contract administration; review of construction documents; preparing, review, and award recommendation; and construction management and inspection through project completion.
- Has an up-to-date understanding of contemporary hydraulic storm water modeling.
- Coordinates the Federal Emergency Management Agency Community Rating System portion of the National Flood Insurance Program. Duties may include preparation of annual and 5-year re-certification applications; preparation of Class upgrade applications; processes and responds to Citizen inquiries concerning flood zone issues, identifies flood zone impacts on development plans reviews; reviews and approves flood plain development permit applications and responds to and investigates pollution complaints.
- Assists with the development of annual work programs to provide repair, maintenance and construction of public facilities including curbing, milling, sidewalk improvements, street repairs or reconstruction and pavement markings.
- Plans, organizes, and supervises the work of the Drainage personnel through close coordination with the Crew Supervisor; inspects and monitors work of employees; reviews and evaluates employee performance; supervises Drainage Crew’s weekly work plans and overtime requests and coordinates field work as needed.
- Assists with field evaluation and preparation of construction documents, including plans and specifications, for sidewalk, street and right-of-way improvements and in the contract and construction administration for those types of improvements.
- Develop and administer construction contracts. Certified or willing to obtain certification to manage and comply with GDOT Local Administered Project (LAP) requirements.
Minimum Qualifications:
- Bachelor’s degree in Civil Engineering or related field from an accredited college or university.
- Minimum of 3-5 years of broad and extensive experience in professional engineering work related to public works and infrastructure management.
- Demonstrated experience in green infrastructure and sustainable stormwater solutions.
- Certification as an Engineer-in-Training (EIT) required.
- Comprehensive knowledge of stormwater and transportation engineering standards, principles, and practices.
- Comprehensive knowledge of contemporary and innovative methods and techniques as applied to the design, construction, and maintenance of public works.
- Solid working knowledge of GIS system applications, including preparation of plans, sketches, maps and related documents. Good knowledge of hydraulics and hydrology.
- Ability to interpret civil design drawings, construction specifications and contract documents.
- Ability to use independent judgment and discretion in leading coworkers including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.
- Possession of a valid State of Georgia Class C driver's license with a satisfactory motor vehicle record (MVR).
- Must be available for emergency call-in and community engagement on weekends, evenings, and holidays.
