Summary

JOB SUMMARY
The City of Brunswick seeks qualified applicants for the position of Planner. The purpose of this position is to ensure compliance with the Comprehensive Plan, zoning Ordinances and development regulations for City, Site Plans, Land Use, Zoning Map and Text Amendments, Overlays and Variances. The successful candidate will perform complex analysis and make staff recommendations for planning and zoning actions. Candidate will also work on special projects related to the Comprehensive Plan, coastal resiliency and sustainable designs. The incumbents in this class handle large and complex projects. Desired characteristics include, but are not limited to, the ability to perform independently once directed, the ability to be cross trained in other planning disciplines and to exercise considerable initiative and independent judgment in all phases of work. Performs a variety of studies, prepare and present staff reports; serve on review committees; and performs related work as required.
MAJOR DUTIES
1.
Reviews applications for planning actions; develops reports and recommendations.
2.
Reviews building permit applications for planning and historic preservation compliance.
3.
Coordinates the activities of the Planning and Appeals Commission (PAC) and provides support.
4.
Works closely with the PAC on any policy or procedure set by the City Commission. Collect and organize information from community stakeholders and apply information to staff presentations and reports.
5.
Researches existing ordinances for in-house requests.
6.
Participates in the activities of the Planning Division, including public meetings, ordinances development, comprehensive plan development, plan review etc.
7.
Participates in preparation and administration of state and federal grants, and special studies as directed; gathers data; conducts research; and prepares and submits related applications, documentation, and reports.
8.
Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION

Knowledge of the principles and practices of community planning.

Knowledge of computers and job-related software programs.
3.
Knowledge of city codes, zoning regulations, and subdivision ordinances.
4.
Knowledge of the Official Code of Georgia Annotated.
5.
Knowledge of historic preservation principles and practices.
6.
Skill in coordinating the work of volunteer boards.
7.
Skill in preparing clear and precise reports.
8.
Skill in reading and preparing maps, charts, and surveys.
9.
Skill in problem solving.
10.
Skill in prioritizing and planning.
11.
Skill in interpersonal relations.
12.
Skill in oral and written communication.
SUPERVISORY CONTROLS
The Planning, Development, & Codes Director assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include the city code, zoning ordinances, subdivision regulations, historic district design guidelines, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK

The work consists of varied planning duties. Strict regulations combined with the unique nature of each case in question contributes to the complexity of the position.

The purpose of this position is to provide planning support for a variety of city functions. Success in this position contributes to the positive growth and development of the city.

Contacts are typically with coworkers, other city employees, contractors, developers, business owners, elected and appointed officials, attorneys, and members of the general public.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while sitting a desk or table or while intermittently sitting, standing, stooping, bending, crouching, or walking. The employee occasionally lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and distinguishes between shades of color.

The work is typically performed in an office and outdoors, occasionally in cold or inclement weather.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS

Baccalaureate degree in a course of study related to the occupational field required or more than four years of related experience required.

Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
