MODIFICATIONS TO WATER POLLUTION CONTROL PLANT
for the CITY OF HOMERVILLE, GEORGIA

ARPA SLFRF #GA-0010680 & POTENTIAL GEFA SRF LOAN/GRANT

Sealed proposals will be received by City of Homerville, Georgia at the City of Homerville City Hall, 20 South College Street, Homerville, Georgia 31634 until 2:00 p.m. local time, Thursday, October 30, 2025 at which time and place they will be publicly opened and read.  No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.

All Bidders must have a State of Georgia Utility Contractor License and must employ a state “Utility Manager” certificate holder who will have oversight of all the work. 

The work to be done consists of furnishing all materials, equipment and labor for the construction of:

Modifications to existing water pollution control plant to include construction of a mechanical bar screen, rehabilitation of influent pump station including removal and replacement of submersible pumps, blower equipment replacement, repairs to mechanical package plants, addition of chemical feed equipment, construction of tertiary filters and addition of post aeration.

Time allotted for construction is 240 consecutive calendar days for substantial completion and 270 days for final completion.

Proposals for the complete work in one general contract shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.

The work to be performed under this contract is proposed to be funded with a State Revolving Fund loan as well as federal funds from the State and Local Fiscal Recovery Fund (SLFRF) Water Sewer Infrastructure Grants established via the American Rescue Plan Act of 2021 and therefore is subject to federal laws and regulations associated with that program.[AA1]   All SRF, American Iron and Steel Special Conditions, and Build America, Buy America requirements apply.

All proposals shall be accompanied by a Bid Bond drawn in favor of the City of Homerville, in the amount of at least 5% of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for the City of Homerville.  Each bond shall be equal to 100% of the contract amount.  The Bid Bond shall be forfeited to the City of Homerville as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within 10 days after being notified that he has been awarded the contract.

Drawings and Specifications are open to public inspection at the office of the City of Homerville and at the offices of Turnipseed Engineers in Augusta and Atlanta, Georgia.

Plans and specifications must be obtained at https://turnipseed.com/current-projects/out-for-bid/.  A digital copy of the plans and specifications as well as one (1) printed copy of the specifications will be provided upon receipt of $375.00.  Printed full size or reduced drawings are available upon request at no additional charge.  The subsurface report is included in the bid documents.

The Owner reserves the right to reject any or all bids and to waive informalities.
