Salary Range: Pay Grade:     121               $88,225.27 - $135,206

Overview: The City of Powder Springs is seeking two experienced professionals to serve as Assistant City Managers. These individuals will support the City Manager in overseeing a variety of municipal services such as public services, inspections, planning and development. Specific service areas will be assigned following the interview process, based on the strengths and experiences of the selected candidates. This is a unique opportunity to help shape the future of our city through strategic leadership, innovation, and collaboration.


Job Description:   Under the direction of the City Manager, the Assistant City Manager will:

  • Assist the City Manager in policy evaluation and implementation and provide executive-level leadership and strategic direction for assigned municipal services.
  • Collaborate with department heads to ensure effective service delivery, operational efficiency, and alignment with city goals and budget constraints.
  • Lead cross-departmental initiatives and special that advance the City’s strategic priorities, as assigned.
  • If requested by the City Manager, represent the City Manager in meetings with elected officials, community stakeholders, regional partners, and the public.
  • Work with directors and oversee the development, preparation and administration of assigned departments’ proposed annual budget recommendations and justifications based on data submitted, including capital expenditure items, consistent with council -approved plans.
  • Keep City Manager informed on progress of assigned departments and on any other pertinent matters related to operations to enable the City Manager to make informed policy decisions.
  • Analyze policies, budgets, and performance metrics for assigned areas to support data-driven decision-making in alignment with city manager expectations.
  • Foster a culture of accountability, innovation, and continuous improvement across assigned city operations.
  • Serve as Acting City Manager when designated by the City Manager.

Qualifications

Knowledge, Abilities & Skills

General knowledge of land use planning and development, subdivision and zoning regulations, economic development and other aspects of development.

General knowledge of information technology and information services.

Ability to effectively manage personnel and outside contracts.

Ability to effectively communicate with stakeholders to provide information regarding ordinances, regulations and related policies.

Strong proficiency in Microsoft Office Suite, data analysis and performance measurement tools.

Required:

  • Bachelor’s degree in Public Administration, Business Administration, Urban Planning, or a related field.
  • Minimum of five (5) years of progressively responsible management experience in local government or a comparable public sector organization.
  • Demonstrated ability to lead and manage diverse municipal services.
  • Strong interpersonal, communication, and leadership skills.
  • Proven track record of collaboration, problem-solving, and strategic thinking.

PHYSICAL DEMANDS:

The work is sedentary work. The employee is occasionally required to exert a light amount of force light physical effort that includes some lifting up to 20 lbs. carrying, pushing and/or pulling of objects and materials of light weight. Work is typically performed with the employee sitting at a desk with intermittent periods of standing or walking.  This position occasionally requires time out in the field, which may require balancing, climbing, or stooping.

WORK ENVIRONMENT:        

Work is typically performed in an office environment with regular site visits to infrastructure projects and public facilities.

May require evening or weekend work to attend public meetings or respond to emergencies.

Preferred:

  • Master’s degree in Public Administration or related field.
  • Prior city management experience
