JOB SUMMARY:

Directs, plans and organizes the activities of the Animal Control Department. Oversees the enforcement of the County ordinances and laws of the State of Georgia pertaining to the control of domesticated animals and operations of the Department. The Animal Control Director is responsible for drafting policies, developing goals and objectives, supervising staff, and coordinating volunteers. This position reports to the County Manager’s Office.

ESSENTIAL DUTIES:

  • Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations. 
  • Manages the activities of the Animal Control Department, which includes planning, developing, coordinating, implementing, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards.
  • Reviews financial, adoption, reclaim, officers, and other related reports to ensure accuracy.
  • Oversees pet adoptions and donations, kennel sanitation, euthanasia process, and reporting methods.
  • Develops and implements educational programs for community groups and organizations.
  • Oversees and participates in the analysis of management information; identifies issues and discrepancies; conducts needs analysis; projects consequences of proposed actions; formulates recommendations based on findings; implements priorities, work processes, and procedures; and/or trains individuals on established or modified organizational practices and/or procedures. 
  • Establishes, implements, and monitors department policies and procedures to ensure the animal shelter operates properly and accomplishes its goals. Reviews euthanasia procedures and ensures compliance with State law.
  • Develops and administers budgets; allocates resources; approves expenditures; reviews financial statements. 
  • Develops, implements, and maintains licensing programs with the support of local veterinarians and other interested parties.
  • Performs other duties of a similar nature or level.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor's Degree in Business Administration, Veterinary Medicine, Criminal Justice, Public Administration or a closely related field;
  • or, education and training equivalent to four years of college education;
  • Three years of progressively responsible supervisory and animal control related experience;
  • Must possess a valid Georgia Driver's License; 
  • Specialized or technical training in animal control or related work;
  • or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job, such as those listed above.

PHYSICAL DEMANDS:

  • Positions in this class require: reaching, feeling, talking, hearing, seeing, and repetitive motions.
     
  • Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
     
  • Incumbents may be subjected to fumes, orders, extreme temperatures, intense noises, and travel.
