Sealed proposals will be received by the City of Hephzibah, Georgia at Hephzibah City Hall, 2530 Georgia Highway 88, Hephzibah, Georgia 30815 until 11:30 a.m. local time, Thursday, December 11, 2025 at which time and place they will be publicly opened and read. No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of ninety (90) days.
A Utility Contractors License is not required for bidding.
The work to be done consists of furnishing all materials, equipment and labor necessary to determine service line material on all water services 2 inches in diameter and smaller. Time allotted for contract is 120 consecutive calendar days for substantial completion.
Proposals for the complete work in one general contract shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.
The project is proposed to be funded with a State Revolving Fund loan. All SRF, American Iron and Steel Special Conditions, and Build America, Buy America requirements apply.
Specifications are open to public inspection at the office of the City of Hephzibah, Georgia and at the offices of Turnipseed Engineers in Augusta and Atlanta, Georgia.
Specifications must be obtained at https://turnipseed.com/current-projects/out-for-bid/. A digital copy of the specifications as well as one (1) printed copy of the specifications will be provided upon receipt of $50.
The Owner reserves the right to reject any or all bids and to waive informalities.
